Amends the Illinois Insurance Code to provide that accident and health insurance policies and managed care plans must provide coverage for intravenous feeding, prescription nutritional supplements, and hospital patient assessments. Makes corresponding changes in the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Health Maintenance Organization Act, Voluntary Health Services Plans Act, and Illinois Public Aid Code. Amends the Emergency Medical Treatment Act to provide that every hospital licensed under the Hospital Licensing Act shall comply with the Hospital Emergency Service Act. Amends the Hospital Emergency Service Act to provide that every hospital required to be licensed by the Department of Public Health shall provide a hospital emergency service in accordance with rules and regulations adopted by the Department which shall be consistent with the federal Emergency Medical Treatment and Active Labor Act. Amends the Health Carrier External Review Act. Sets forth provisions concerning standard information for application forms; medical underwriting; the requirement to send to the applicant a copy of the health care service plan contract along with a notice; rescission and cancellation; postcontract investigation; and continuation. Makes changes in the provision concerning standard external review. Amends the Medical Patient Rights Act. Provides that each patient has a right to be informed of his or her inpatient or outpatient status. Provides that the statement of a hospital patient's rights shall include the right not to be discriminated against by the hospital and shall provide notice of how to initiate and lodge a grievance regarding improper discrimination. Sets forth provisions concerning discrimination grievance procedures and emergency room antidiscrimination notice. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

In addition to funds already appropriated to the Department on Aging for Fiscal Year 2013, appropriates $28,696,000 from the General Revenue Fund to the Department for the purpose of restoring funding for the Circuit Breaker Property Tax Relief Grant Program to Fiscal Year 2012 levels. Effective immediately.

Creates the Task Force on Mental Health Diagnosis within Illinois Law. Describes the duties of the task force and provides that the task force submit a final report to the House by December 31, 2013.
Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, Illinois Public Aid Code, and Illinois Insurance Code to provide that accident and health insurance policies and managed care plans shall cover all services ordered by a physician and provided in a hospital that are considered medically necessary. Amends the Medical Patient Rights Act. Includes limited health service organizations and voluntary health services plan in the definition of "insurance company". In the provision concerning statement of hospital patient's rights, provides that the statement shall include the right not to be discriminated against by the hospital due to the patient's race, color, or national origin. Sets forth provisions concerning discrimination grievance procedures and emergency room antidiscrimination notices. Effective immediately.
Amends the High Blood Pressure Control Act. Provides that the Department of Public Health shall adopt rules requiring each State-owned facility, elementary and secondary public school building or campus, and public institution of higher learning to maintain onsite equipment for blood pressure monitoring and have at least one designee who is trained in the use of the blood pressure monitoring equipment. Provides that the Department shall adopt rules regarding the establishment of programs to train individuals in the use of blood pressure monitoring equipment.
Creates the Task Force on Mental Diagnosis and Illinois Law within the Office of the Governor.
Amends the Commission on Government Forecasting and Accountability Act. Creates the Illinois Medical Care Advisory Committee within the Commission on Government Forecasting and Accountability. Provides for members to be appointed by the Joint Committee on Legislative Support Services. The Committee shall review State medical care programs and services provided, arranged, or procured by State agencies, including without limitation the following: the Department of Healthcare and Family Services, the Department of Human Services, the Department of Public Health, the Department on Aging, the Department of Children and Family Services, the Department of Corrections, the Department of Central Management Services, the State Board of Education, the Illinois Comprehensive Health Insurance Plan, and the University of Illinois. Provides for consultation with committees of the General Assembly, reporting, and making recommendations. Contains other provisions. Effective immediately.
Amends the Illinois Insurance Code. Provides that no company, in any policy of accident or health insurance, shall make or permit any distinction or discrimination against individuals solely because of handicaps or disabilities in specified provisions of the contract it makes or permit any distinction or discrimination against individuals solely because of handicaps or disabilities in the specified provisions of the contract it makes (instead of including an exception for those who meet specified criteria). Provides that no company shall refuse to insure or refuse to continue to insure, limit the amount or extent or kind of coverage available to an individual, or charge an individual a different rate for the same coverage solely because of health status or disability (instead of only because of blindness or partial blindness).
