Creates the Community Bank of Illinois Act. Provides that the Department of Financial and Professional Regulation shall operate the Community Bank of Illinois. Specifies the authority of the advisory board of directors to the Bank. Provides that the Secretary is to employ a president and employees. Contains provisions concerning the removal and discharge of appointees. Provides that State funds must be deposited in the Bank. Contains provisions concerning the nonliability of officers and sureties after deposit. Specifies the powers of the Bank. Contains provisions concerning the guaranty of deposits and the Bank's role as a clearinghouse, the authorization of loans the General Revenue Fund, bank loans to farmers, limitations on loans by the Bank, the name in which business is conducted and titles taken, civil actions, surety on appeal, audits, electronic fund transfer systems, confidentiality of bank records, the sale and leasing of acquired agricultural real estate, and the Illinois higher education savings plan. Provides that the Bank is the custodian of securities. Amends the Illinois State Auditing Act to require that the Auditor General must contract with an independent certified public accounting firm for an annual audit of the Community Bank of Illinois as provided in the Community Bank of Illinois Act. Amends the Eminent Domain Act to allow the Bank to acquire property by eminent domain.

Creates the Financial Transaction Tax Act. Beginning September 1, 2011, imposes a tax on the privilege of engaging in a financial transaction on any of the following exchanges or boards of trade: the Chicago Stock Exchange, the Chicago Mercantile Exchange, the Chicago Board of Trade, and the Chicago Board Options Exchange. Provides that the tax is imposed at a rate of 0.01% of the value of the transaction. Provides that the term "financial transaction" means a transaction involving the purchase or sale of a stock contract, futures contract, swap contract, credit default swap contract, or options contract, but does not include a transaction involving securities held in a retirement account or a transaction involving a mutual fund. Effective immediately.
Creates the Excellence in Academic Medicine Act of 2013 with provisions similar to those of the Excellence in Academic Medicine Act as it existed before its repeal by Public Act 97-689 and creates special funds in accordance with the new Act. Amends the State Finance Act. Removes provisions added by Public Act 97-691 concerning the maximum amounts of annual unpaid Medical Assistance bills that may be paid in total from future fiscal year Medical Assistance appropriations. Restores provisions concerning fiscal year limitations relating to payments for medical care as those provisions existed before the enactment of Public Act 97-691. Amends the Senior Citizens and Disabled Persons Property Tax Relief Act by reinstituting the pharmaceutical assistance program that was eliminated by Public Act 97-689 and changing the short title to the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Amends various Acts by restoring various provisions concerning nursing home staffing requirements, the moratorium on the expansion of eligibility for medical assistance, rate reductions and payments for various Medicaid services, vendor enrollment, care coordination, and other matters as those provisions existed before the enactment of Public Acts 97-687 and 97-689. Repeals various provisions added by Public Act 97-689 concerning safety-net hospitals, the elimination and limitation of certain medical assistance services, medical assistance for medically fragile and technology dependent children, and other matters. Effective immediately.
Amends the Illinois Insurance Code. Provides that companies that issue accident and health insurance policies must disclose to each policy holder whether and to what extent that company has complied during the previous year with the medical loss ratio provisions of the federal Patient Protection and Affordable Care Act. Provides that the disclosure shall be issued to each policy holder upon enrollment and annually thereafter and shall include information explaining the rights of the policy holder under the federal Patient Protection and Affordable Care Act. Effective immediately.
Amends the Illinois Adverse Health Care Events Reporting Law of 2005. Includes additional reporting provisions if a health care facility implements a corrective action plan to address the findings of a root cause analysis of an adverse health care event. Sets forth provisions concerning the actions that the Department of Public Health shall take concerning an adverse health care event. Sets forth a provision concerning violations of the Law.
Creates the Police Sensitivity Task Force Act. Provides that the Task Force shall: (1) investigate instances of racial disparity related to traffic stops; (2) obtain testimony from persons who believed that they were victims of racial disparity in traffic stops and from law enforcement officers; (3) study past practices relating to traffic stops; and (4) make recommendations to the Illinois Law Enforcement Training Standards Board for suggested revisions to existing racial sensitivity curriculum, and to municipal, county, and State law enforcement agencies to address the problem of racial disparity related to traffic stops. Provides that the Task Force shall hold public hearings and shall issue a written report of its findings and recommendations to the General Assembly on or before January 1, 2014; and that upon filing its report the Task Force is dissolved.
Amends the Department of Public Health Act. In a provision concerning Department powers, provides that the Department may levy a fine on any institution or entity that it licenses or regulates for failing to comply with a lawful order made by the Department or for otherwise violating an Act that the Department has the responsibility of administering. Provides that any institution or entity licensed under the Nursing Home Care Act and subject to fines and penalties under that Act is exempt from the provision concerning fines for failure to comply with a lawful order made by the Department. Makes other changes. Effective immediately.
Creates the Premium and Loss Data Reporting Act. Provides that all insurers subject to the Act shall report to the Director of the Division of Insurance accurate and complete information for each accident and health coverage type requested. Sets forth the specific types of accident and health coverage requested for reporting. Imposes conditions on any rulemaking authority.
Amends the Department of Public Health Powers and Duties Law and the State Finance Act. Provides that, subject to appropriation, the Department of Public Health shall administer a program for education of specified non-dental medical professionals about oral health with the goal of integrating oral health care into overall health care and may make grants to, or enter into contracts with, specified public or nonprofit medical or educational entities to educate non-oral health professionals to promote oral health education. Contains provisions concerning dental training residency programs, dental programs in schools, and emergency room care coordination. Creates the Oral Health Professional Student Loan Fund as a special fund to provide student loans to oral health professional students, including dentists and dental hygienists. Amends the Department of Veterans Affairs Act. Provides that, subject to appropriation, the Department of Veterans' Affairs may develop and implement a demonstration program to establish programs to train and employ alternative dental health care providers to increase access to dental health care services for veterans who reside in rural and other underserved communities. Amends the Illinois Public Aid Code. Removes a provision limiting adult dental services under the Medicaid program to emergency services. Provides that any person over the age of 21 who is eligible to receive medical assistance shall be eligible to receive dental services including dental services provided through a mobile dental van or portable dental unit. Contains provisions concerning funding for a case management grant program, oral health services in underserved areas, and mobile and portable dental services by rural health clinics.
Amends the School Code. Creates the Committee on the Retention of Students. Provides that, prior to retention in a grade, a school district must submit the names of all students determined by the school district to not qualify for promotion to the next higher grade and the reason for that determination. Provides that the Committee shall review the school district's decision to retain with respect to each student and shall make the final decision regarding whether or not to retain a particular student. Provides that the Committee may vote to prohibit a school district from retaining a student if the Committee determines that the student is being retained due to inadequate instruction, resources, or facilities provided by the school district or due to the student having an undiagnosed learning disability. Requires the State Board of Education to adopt rules to implement these provisions. Amends the Children with Disabilities Article to provide that a child with a learning disability must not be denied promotion, graduation, or a general diploma on the basis of failing a minimal competency test when such failure can be directly related to the disabling condition of the student. Effective immediately.
