Amends the State Finance Act and the Hospital Licensing Act. Creates the Hospital Licensure Fund, a special fund created in the State treasury. Establishes a $30 license fee per bed for hospitals applying for a license, provided that a lesser amount may be established by administrative rule of the Department of Public Health, if the Department, in consultation with the Department of Healthcare and Family Services, determines that $30 per bed would exceed the limitations on health care-related taxes imposed by federal law that, if violated, would result in reductions to the amount of federal financial participation received by the State for Medicaid expenditures. Further provides that the Department shall deposit all fees and fines collected in relation to the licensure of hospitals into the Hospital Licensure Fund for the purpose of providing programs, information, or assistance designed to improve patient safety and quality in hospitals. Amends the Illinois African-American Family Commission Act. Makes a technical change in a Section concerning the short title of the Act.
Creates the Consumer Health Insurance Counsel Act. Creates the independent Office of Consumer Health Insurance Counsel for the purpose of representing the interests of health insurance consumers. Sets forth provisions concerning the appointment and qualifications of and prohibited activities regarding the position of Consumer Health Insurance Counsel. Provides that the Consumer Health Insurance Counsel may assess the impact of insurance rates, rules, and forms on consumers and shall advocate positions determined to be most advantageous to a substantial number of insurance consumers. Sets forth additional provisions.
Designates the week of January 8-15, 2012 as Moorish American Week in the State of Illinois.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Provides that an individual or group policy of accident and health insurance or managed care plan must provide coverage for intravenous feeding. Amends the State Mandates Act to require implementation without reimbursement by the State.
Creates the Illinois Universal Health Care Act. Provides that all individuals residing in the State are covered under the Illinois Health Services Program for health insurance. Sets forth the health coverage benefits that participants are entitled to under the Program. Sets forth the qualification requirements for participating health providers. Sets forth standards for provider reimbursement. Provides that it is unlawful for private health insurers to sell health insurance coverage that duplicates the coverage of the Program. Provides that investor-ownership of health delivery facilities is unlawful. Provides that the State shall establish the Illinois Health Services Trust to provide financing for the Program. Sets forth the requirements for claims billing under the Program. Provides that the Program shall include funding for long-term care services and mental health services. Provides that the Program shall establish a single prescription drug formulary and list of approved durable medical goods and supplies. Creates the Pharmaceutical and Durable Medical Goods Committee to negotiate the prices of pharmaceuticals and durable medical goods with suppliers or manufacturers on an open bid competitive basis. Sets forth provisions concerning patients' rights. Provides that the employees of the Program shall be compensated in accordance with the current pay scale for State employees and as deemed professionally appropriate by the General Assembly.
Amends the Managed Care Reform and Patient Rights Act. Provides that the Director of Insurance shall adopt reasonable rules as necessary and proper to ensure that persons enrolled in or covered by a health care plan have adequate access to health care services in each geographic area to be covered by a health care plan. Provides that the Director may annually determine compliance of the health care plan with prescribed standards and shall notify the health care plan of any noncompliance. Provides that failure of the health care plan to comply within one year after such notification shall constitute a violation of the Act.
Amends the Illinois Police Training Act. Requires that the training of probationary and permanent police officers, including those of home rule units, include sensitivity training with regard to the African American male population of Illinois. Effective immediately.
Makes appropriation to the Office of the Attorney General from the General Revenue Fund to provide a grant to the Illinois Equal Justice Foundation to accomplish any purpose authorized by the Illinois Equal Justice Act. Effective immediately.
Amends the Illinois Health Facilities Planning Act in the provision concerning written notice of a hospital's reduction in health care services. Provides that the notice must be given if a hospital reduces certain services by 25% (instead of 50%). Provides that the notice shall include a report setting forth the reasons for the reduction in service and any foreseeable impact to other hospitals in the region. Provides that the report shall be made available to the public and shall be published on the hospital's website. Makes other changes. Effective immediately.
