Amends the State Prompt Payment Act. Provides that, for construction contracts with the Department of Transportation or the Capital Development Board (instead of the Department of Transportation only), the contractor, subcontractor, or material supplier, regardless of tier, shall not offset, decrease, or diminish payment or payments that are due to its subcontractors or material suppliers without reasonable cause.

Amends the State Finance Act and the State Revenue Sharing Act. Provides that certain provisions concerning distributions from the State and Local Sales Tax Reform Fund and from the Local Government Distributive Fund constitute an irrevocable and continuing appropriation. Effective immediately.

Amends the Regional Planning Act. Creates the Northeastern Illinois Water Governance Advisory Committee within the Chicago Metropolitan Agency for Planning. Describes membership of the Committee. Provides that, no later than May 31, 2027, the Chicago Metropolitan Agency for Planning, the Metropolitan Planning Organization, and the Northeastern Illinois Water Governance Advisory Committee shall develop and submit a report of legislative recommendations to the Governor and General Assembly regarding the sufficiency, management, and governance of water in Northeastern Illinois. Provides that the report shall include (1) the projected water use needs in the region through 2075, including any projected growth in water demand owing to residential, industrial, agricultural, or commercial development; (2) the adequacy of currently available water sources and infrastructure to meet projected water use needs in the region; (3) the risks to water security in the region, including any risks from climate change, groundwater depletion, biological or technological interference, increased drawdown from water intensive manufacturing, infrastructure failure within community water supplies, infrastructure failure across water supplies, and other risks as deemed appropriate; (4) existing data that the State collects related to water withdrawal, transmission, and use, including where the data is kept and how it is used and shared by agencies; (5) potential future government or management structures that would better ensure affordable water access for the region's water users, including possible structures to regionalize water service in the region; (6) recommendations on the feasibility and cost-effectiveness of at least 2 intergovernmental or governmental structures to improve water quality, long-term security, and affordability in the region; and (7) recommendations on how State agencies and departments can improve data collection, planning, and regulation of water in the region. Provides that appointments to the Northeastern Illinois Water Governance Advisory Committee shall be made within 90 days after the effective date of the amendatory Act. Dissolves the Northeastern Illinois Water Governance Advisory Committee on July 1, 2027.

Appropriates $780,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Forest Preserve District of Cook County for the administration and operation of Greencorps Chicago and Forest Preserve Experience programs within the Conservation Corps program. Effective July 1, 2026.

Amends the Transportation Network Providers Act. Sets forth additional requirements for transportation network company drivers who provide services for students to or from school, school-related activities, or school-sanctioned activities. Provides that the Act, a municipal ordinance regulating transportation network providers, and any contract between a school or school district and the TNC shall exclusively govern the school TNC services. Effective immediately.

Amends the Animal Welfare Act. Defines "professional breeder". Provides that an animal shelter shall not obtain a dog or cat by any means other than owner surrender, transfer from an animal control facility, an order by law enforcement, or an animal shelter in compliance with provisions concerning reporting of animals. Provides that a pet shop operator or dog dealer (rather than just a pet shop operator) may offer for sale a dog or cat only if the dog or cat is obtained from an animal control facility, animal shelter, or professional breeder (rather than just an animal control facility or an animal shelter) located in-state or out-of-state, that is in compliance with provisions concerning animal control facilities and animal shelters supplying to pet shop operators and requirements of professional dog breeders. Removes provisions concerning the requirement that a pet shop operator shall keep a record of each dog or cat offered for sale. Creates additional requirements for professional dog breeders. Provides that the Department of Financial and Professional Regulation's obligations under the provisions concerning the requirements for professional dog breeders are subject to appropriation.

Amends the School Code. With regard to a school report card, beginning with the October 2026 report card, each school district must report to the State Board of Education on or before October 1 each year, the total student capacity for each school in the school district. Effective immediately.
