Amends the Toll Highway Act. Makes a technical change in a Section concerning the penalty for violations of the Illinois State Toll Highway Authority's rules.

Amends the Illinois Oil and Gas Act. Provides that the Director of Natural Resources shall adopt rules that require, prior to such hydraulic fracturing, the owner or operator to perform a suitable mechanical integrity test of the casing or of the casing-tubing annulus or other mechanical integrity test methods using procedures that are established by administrative rule. Provides that each owner or operator that begins extracting natural gas from shale shall report to the Department specified information within 30 days after the completion of all stages of the hydraulic fracturing stimulation. Requires that the owner or operator shall post the chemical disclosure information on certain specified websites. Provides that the owner or operator shall provide information to the Director as to the amounts, handling, and, if necessary, disposal at an identified appropriate disposal facility, or reuse of the well stimulation fluid load recovered during flow back, swabbing, or recovery from production facility vessels. Provides that the storage of the well stimulation fluid load shall be protective of an underground source of drinking water by the use of either tanks or lined pits. Provides that nothing in the provision shall be construed to require or allow disclosure of trade secrets or commercial information that is exempt from inspection or copying when provided to the Department together with a claim made pursuant to the Freedom of Information Act that such information is proprietary, privileged, or confidential and that disclosure may cause competitive harm to the person or business. Provides that the provision only applies to the extraction of natural gas from shale.
Creates the Vacant Residential Building Database Act. Provides that a Vacant Residential Building Database Program shall be established and administered by the Department of Financial and Professional Regulation. Provides that within 10 days after obtaining information that a residential building is vacant, a lender, real estate broker, title insurance company, municipality, or county shall report that building and that the United States Postal Service and the Department of Housing and Urban Development may also submit information online to the Department's database of vacant residential buildings. Provides that the Department shall send regular periodic reports concerning vacant residential buildings to those municipalities and counties within whose jurisdiction any newly reported vacant residential buildings are located, but that no building need be reported to a county in which the building is located if the Department knows that the building is located within the jurisdiction of a municipality. Provides that the Department shall organize and maintain the database and report a summary of the data, by county, to the General Assembly and the Governor semi-annually. Contains provisions regarding confidentiality, violations, and other matters. Creates the Vacant Residential Building Database Fund. Amends the State Finance Act and the Consumer Fraud and Deceptive Business Practices Act to make conforming changes.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that, upon receipt of a request of an incumbent alderman of the City of Chicago, accompanied by the appropriate application and fee, the Secretary of State shall issue one set of special Chicago alderman registration plates to the alderman. Provides that the special plates shall be affixed only to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds. Provides that the design and color of the plates shall be wholly within the discretion of the Secretary, except that the plates shall bear the alderman's ward number and the seal of the City of Chicago.
Amends the Property Tax Code. Provides that property tax bills shall contain a statement itemizing the amount and percentage of funds from each taxing district in which the property is located that are distributed into a tax increment allocation fund and the total amount and percentage of funds being allocated to a tax increment allocation fund.
Amends the Illinois Food, Drug and Cosmetic Act. Prohibits the sale, offering for sale, or delivery of an energy drink containing stimulants, including, but not limited to, caffeine, taurine, or guarana to a person under 18 years of age. Provides that the Director of the Department of Public Health is authorized to file a complaint and seek a temporary restraining order or preliminary or permanent injunction restraining the sale, offering for sale, or delivery of an energy drink to a person under 18 years of age.
Amends the Criminal Code of 1961. Provides that a person shall not sell or offer to sell an aerosol spray paint can to any person under 18 years of age. Provides that any person, before selling an aerosol spray paint can to a prospective purchaser, must demand and be shown by the prospective purchaser adequate written evidence of the age and identity of the purchaser issued by a federal, state, county, or municipal government, or a subdivision or agency of that government. Provides that a seller of an aerosol spray paint can who violates this provision is guilty of a Class A misdemeanor. Provides that a person who knowingly uses spray paint to damage, deface, deform, or destroy the property of another person without the consent of the owner of that property is guilty of a Class A misdemeanor.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Banking Act and the Illinois Savings and Loan Act of 1985. Provides that upon the conviction of a director or officer of a bank or savings and loan association, or the conviction of a bank or savings and loan association, of the offense of wrongful inducement of abandonment of a residence, the Secretary of the Department of Financial and Professional Regulation shall take control of the financial institution. Amends the Residential Mortgage License Act of 1987. Provides that if a licensee is convicted of wrongful inducement of abandonment, the person's license shall be revoked. Amends the Code of Civil Procedure. Amends provisions setting forth the elements of the offense of wrongful inducement of abandonment (a Class B misdemeanor) by adding language making it a Class A misdemeanor for a mortgagee or a person acting on behalf of a mortgagee to engage in specified prohibited conduct with the intent of inducing a mortgagor or occupant to abandon mortgaged residential real estate or with the intent of obtaining a finding of abandonment of residential real estate. Makes additions to provisions concerning a notice that is required to be sent to mortgagors whose loans are past due. Authorizes a fast-track foreclosure procedure for abandoned residential real estate under specified circumstances. Makes other changes. Effective immediately.
