Urges Congress to recognize the 65th Infantry Regiment of Puerto Rico, known as the Borinqueneers, and recommends that they receive the Congressional Gold Medal based on their gallant record of achievement on the battlefields, particularly in Korea from 1950 to 1953.

Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning bail on a new trial.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that it is a Class A misdemeanor to sell etching acid to another person under 18 years of age. Defines "etching acid". Provides that any person, before selling etching acid to a prospective purchaser, must demand and be shown by the prospective purchaser adequate written evidence of the age and identity of the purchaser issued by a federal, state, county, or municipal government, or a subdivision or agency of that government. Provides that a person who knowingly uses etching acid to damage, deface, deform, or destroy the property of another person without the consent of the owner of that property is guilty of a Class A misdemeanor.
Amends various Acts relating to the governance of State universities. Repeals provisions that permit the children of employees of a State university who have been employed by any one or by more than one State university for an aggregate period of at least 7 years to receive a 50% tuition waiver. Effective immediately.
Creates the Vacant Building in Foreclosure Responsibility Act. Provides that for real estate in foreclosure on which there is a vacant building, the person who has legal title to the real estate or is the mortgagee of the real estate is required to register the vacant building with the Department of Financial and Professional Regulation. Provides that the registration fee for a vacant building is $250; the registration must be renewed every 6 months and a renewal fee of $250 must be paid. Establishes requirements for the maintenance of a vacant building's interior, exterior, and grounds and for security. Provides for inspection by the Department or any applicable municipal or county enforcement entity. Provides for penalties, rules, limiting home rule powers, and other matters. Effective immediately.
Amends the Hospital Licensing Act. Makes a technical change in a Section concerning umbilical cord blood donation.
Amends the School Code. Provides that any school district receiving a block grant under the provision concerning block grant funding for districts with over 500,000 inhabitants shall be required to testify every year before the General Assembly regarding their overall annual budget and their budget request to the General Assembly for the following fiscal year. Provides that the testimony shall include plans to build or repair schools and to close or consolidate schools.
Amends the Payday Loan Reform Act. Provides that a lender may not make a loan to a consumer if the total of all payday loan payments coming due within any month, rather than the first calendar month, during the term of the loan exceeds the lesser of $1,000 or specified percentages of the consumer's gross monthly income.
Amends the Regional Transportation Authority Act. Makes a technical change in a Section concerning the short title.
