ROAD CONSTRUCTION BIDS

Amends the Illinois Highway Code. Provides that bids for State or federally funded road construction contracts shall include transportation costs itemized apart from the cost of the goods or materials transported.

LION MEAT ACT

Creates the Lion Meat Act. Provides that it is unlawful for any person to slaughter a lion or for any person to possess, breed, import or export from this State, buy, or sell lions for the purpose of slaughter. Provides that it is unlawful to commercialize lion meat. Authorizes the Department of Agriculture to adopt and enforce any rules necessary to carry out the provisions of the Act. Provides that whoever violates any provision of the Act shall be guilty of a Class A misdemeanor. Effective immediately.

GUN BUYBACK PROGRAM

Creates the Gun Buyback Program Act. Provides that the Department of State Police and the State's Attorneys of this State shall establish a gun trade-in program in which events are held in each county of this State, once per year in each county, to buy back from any person a firearm, gun, rifle, shotgun, or other similar weapon for a nominal fee. The Department of State Police and representatives of the State's Attorney who are present at a Gun Buyback Program event shall not question any person regarding the documentation of the firearm, gun, rifle, shotgun, or other similar weapon presented, such as if the person has a valid firearm owner's identification card or concealed carry license, or request proper registration for the firearm, gun, rifle, shotgun, or other similar weapon. Amends the State Finance Act to create the Gun Buyback Fund as a special fund in the State treasury.

USE/OCC TX-FEMININE HYGIENE

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning January 1, 2017, feminine hygiene products and incontinence products are exempt from the taxes imposed under those Acts. Provides that the Acts' automatic sunset provisions do not apply to that exemption. Effective immediately.

SCH CD-GLOBAL SCHOLAR CERT

Amends the School Code. Establishes the State Global Scholar Certification Program to recognize public high school graduates who have attained global competence, sufficient for meaningful use in college and a career. Provides that school district participation in this certification is voluntary. Sets forth the purposes of certification. Requires the State Board of Education to adopt such rules as may be necessary to establish the criteria that students must achieve to earn certification, which shall minimally include attainment of units of credit in globally focused courses, service learning experiences, global collaboration and dialogue, and passage of a capstone project demonstrating global competency, as approved by the participating school district for this purpose. Sets forth the duties of the State Board and of participating school districts. Provides that no fee may be charged to a student.
