Amends the Higher Education Student Assistance Act. Creates a legislative scholarship task force to receive and consider applications for scholarship assistance. Requires the task force to receive and consider nominations for scholarship assistance, with a total of 8 scholarships per representative district to be awarded each year. Provides that a nominee is eligible for a scholarship if the task force finds that the nominee meets certain qualifications, including that he or she is a resident of the representative district for which a scholarship is to be awarded and that he or she is enrolled or accepted for enrollment at a public university in this State. Provides that legislative scholarships are good for a period of not more than one year while enrolled for residence credit, are applicable toward 2 semesters of enrollment within an academic year, and exempt the holder from the payment of tuition and fees. Sets forth provisions concerning application for a scholarship and renewals.

Amends the Automobile Renting Occupation and Use Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Governor Succession Act. Makes a technical change in a Section concerning the line of succession for the office of Governor.
Amends the State Finance Act. Provides that beginning with Fiscal Year 2016, all Road Fund Monies shall be appropriated to provide 50% to Department of Transportation District 1 and 50% to be divided among the remaining Department of Transportation Districts. Effective July 1, 2015.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning definitions.
Amends the Criminal Code of 2012. Changes references in the statute on unlawful sale of firearms from "sell" or "give" to "transfer". Prohibits multiple sales of handguns within a 30-day period. Creates the offense of unlawful acquisition of handguns. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense. Provides that notwithstanding any other rulemaking authority that may exist, neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any authority to make or adopt rules to implement or enforce the provisions of the amendatory Act.
Amends the Illinois Vehicle Code and the Automated Traffic Control Systems in Highway Construction or Maintenance Zones Act. Provides that automated speed enforcement systems may not be located within 3 miles of each other except in areas that are within one-eighth of a mile from the nearest property line of any public or private elementary or secondary school, or from the nearest property line of any facility, area, or land owned by a school district that is used for educational purposes approved by the Illinois State Board of Education, not including school district headquarters or administrative buildings.
Amends the Gasoline Storage Act. Makes a technical change in a Section concerning volatile combustibles.
Appropriates $2,000,000 from the General Revenue Fund to the Office of the State's Attorney Appellate Prosecutor for a grant to the Cook County State's Attorney for expenses incurred in filing appeals in Cook County. Effective immediately.
Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning the short title of the Act.
