CONTROLLED SUB-SCHEDULES

Amends the Illinois Controlled Substances Act. Eliminates the specified schedules of controlled substances listed in the Act. Provides that the scheduled controlled substances shall be those listed by the federal Food and Drug Administration and the federal Drug Enforcement Administration. Provides that the Department of Human Services may schedule a federally scheduled controlled substance higher by administrative rule. Expands the controlled substance prescription monitoring program to include Schedule III, IV, and V controlled substances. Creates a Prescription Drug User Committee to: (1) provide a uniform approach to review the Illinois Controlled Substances Act in order to determine if changes should be recommended to the General Assembly and (2) review current drug schedules in order to manage changes to the administrative rules pertaining to the utilization of the Act. Effective July 1, 2006.

DRUG OVERDOSE PREVENTION ACT

Creates the Drug Overdose Prevention Act. Provides that the Director of Public Health shall publish a report on drug overdose trends statewide that reviews State death rates from available data to ascertain changes in the causes or rates of fatal and nonfatal drug overdose for the preceding period of not less than 5 years. Provides that the report shall also provide information on interventions that would be effective in reducing the rate of fatal or nonfatal drug overdose. Provides that the Director shall establish a program to provide for the production and publication of drug overdose prevention, recognition, and response literature. Provides that the Director shall award grants to support local drug overdose prevention, recognition and response projects. Provides that in awarding grants, the Director shall give preference to proposals that provide life-saving interventions and responses and provide information to drug users on how to access drug treatment or other strategies for abstaining from illegal drugs. Effective immediately.

SCHOOL CD-LIMIT BEVERAGE SALES

Amends the School Code. Limits the type and size of beverage items that may be sold in a public school during school hours. Prohibits a public school or school board from entering into a contract with a beverage vending company if the contract contains certain provisions. Provides for a penalty. Amends the State Mandates Act to require implementation without reimbursement.

PARENTAGE ACT-EDUCATION COSTS

Amends the Illinois Parentage Act of 1984, the Non-support Punishment Act, and the Illinois Public Aid Code. Provides that an award of sums of money out of the property or income of either or both parents may be made for the support of a child or children of the parties who have attained majority if: (1) the child is mentally or physically disabled and not otherwise emancipated; or (2) for the educational expenses of the child or children, whether of minor or majority age. Provides that the provision for educational expenses extends not only to periods of college education or professional or other training after graduation from high school, but also to any period during which the child of the parties is still attending high school, even though he or she attained the age of 19. Provides a list of what may be considered educational expenses. Provides that, if educational expenses are ordered payable, each parent and the child shall sign any consents necessary for the educational institution to provide the supporting parent with access to the child's academic transcripts, records, and grade reports. Lists factors that the court or the Department of Public Aid shall consider when deciding whether to make, decrease, modify, or terminate such a support order. Effective immediately.

PROP TX-VETERAN AMNESTY

Amends the Property Tax Code. Provides that a member of the armed forces of the United States, other than a reserve component, on active duty on the due date of any installment of taxes due under the Property Tax Code shall not be deemed delinquent in the payment of the installment until 90 days after the due date or, if the member is deployed outside the continental United States, 90 days after the member is redeployed to the continental United States. Provides that members of the reserve components of the armed forces of the United States or members of the National Guard who are on active duty shall not be deemed delinquent in the payment of the installment until 90 days (now, 30 days) after the member returns from active duty. Deletes provisions concerning an amnesty period in Cook County for certain National Guard members for taxes on homestead property due and payable in 1991 or 1992. Effective immediately.
