Amends the School Code. Requires a school board to prohibit a law enforcement agency or school official, while on school grounds or at a school-sponsored activity, from recruiting or compelling a student to participate in a police line-up, mock police line-up, or mug photograph shoot without the permission of the student's parent or guardian. Effective July 1, 2005.

Amends the School Code. Amends the Joint Airports Act. Makes a technical change in a Section concerning intergovernmental agreements.
Amends the Pharmacy Practice Act of 1987. Provides that a pharmacist may, as part of the care provided by a health care facility, a provider who contracts with a licensed health care service plan with regard to the care or services provided to the enrollees of that health care service plan, or a physician, initiate emergency contraception drug therapy in accordance with standardized procedures or protocols developed by the pharmacist and an authorized prescriber who is acting within his or her scope of practice. Defines "emergency contraception drug therapy" and "health care facility". Requires a pharmacist to complete a training program before initiating emergency contraception drug therapy and to provide the recipient of the drug therapy with a standardized fact sheet developed by the State Board of Pharmacy. Effective immediately.
Amends the Illinois Vehicle Code and the Illinois Anatomical Gift Act. Provides that the Secretary of State may establish a First Person Consent organ and tissue donor registry. Provides that the Secretary may offer, to each applicant for reissuance or renewal of a driver's license or identification card who is 18 or older, the opportunity to have his or her name included on the registry. Provides that the Secretary must advise the person that he or she is under no compulsion to have his or her name included. Establishes additional procedures for creating the registry. Provides that the Secretary must continue, until the registry has been established, to provide, on the reverse side of each driver's license issued, a format that the licensee may use to execute an anatomical gift. Provides that a person may make an anatomical gift by consenting to having his or her name included in the registry. Provides that in the absence of gross negligence, willful misconduct, the Secretary of State and his or her employees are immune from criminal or civil liability in connection with a person's consent to be listed in the registry.
Amends the Intergovernmental Cooperation Act. Makes a technical change to a Section defining terms under the Act.
Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning the short title.
Creates the Consumer Protection Fuel Price Gouging Act. Provides that it is unlawful for any motor-fuel vendor to sell or offer to sell motor fuel within the State at a price that is increased because of the vendor's knowledge of a perceived disruption in the motor-fuel market. Provides that an increase in the price of motor fuel is rebuttably presumed to be based upon the vendor's knowledge of a perceived disruption in the motor-fuel market if: (1) the amount charged represents a gross disparity between the price at which the motor fuel was readily obtainable within the vendor's trade area during the 7 days immediately before the perceived disruption or price increase; and (2) the increase in the amount charged is not attributable to cost factors to the vendor, including replacement costs, taxes, and transportation costs incurred by the vendor. Provides that a violation of the Act constitutes a violation of the Consumer Fraud and Deceptive Business Practices Act. Provides that nothing in the Act creates a private cause of action in favor of any person damaged by a violation of this Act, but individuals may complain to the Attorney General. Preempts home rule. Amends the Consumer Fraud and Deceptive Business Practices Act to make corresponding changes. Effective immediately.
Amends the Abandoned Newborn Infant Protection Act. Repeals a provision that repeals the Act on July 1, 2007.
Creates the Short-Term Lending Reform Act. Contains only a short title provision.
