Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that a school board may, with referendum approval, elect to provide that the aggregate extension of the school district does not include any extension made: (i) for fire prevention and safety purposes under the School Code; and (ii) to pay the principle and interest on fire prevention and safety bonds issued under the School Code or on bonds issued to refund any fire prevention and safety bonds. Sets forth requirements for the referendum. Effective immediately.
Amends the Election Code. Provides that if a candidate's name is certified to appear on the primary or election ballot and the candidate dies, withdraws, or is judicially declared ineligible more than 14 days after the certification, then the candidate's name shall remain on the ballot. Provides that votes cast for such a candidate shall not be included in the official election results unless sufficient for the candidate to have won, in which case a vacancy in the nomination or office shall be declared. Amends the Revised Cities and Villages Act of 1941. Provides that an aldermanic candidate may withdraw no later than the 14th day after certification (now, no less than 20 days before the election). Effective immediately.
Creates the Drug Overdose Prevention Act. Authorizes the Director of the Department of Human Services Division of Alcoholism and Substance Abuse to publish an annual report on drug overdose trends statewide. Authorizes the Director to establish a program to provide for the production and publication, in electronic and other formats, of drug overdose prevention, recognition, and response literature and to provide advice to State and local officials on the growing drug overdose crisis, including the prevalence of drug overdose incidents, trends in drug overdose incidents, and solutions to the drug overdose crisis. Authorizes the Director to award grants to create or support local drug overdose prevention, recognition, and response projects; authorizes local health departments, correctional institutions, and community-based organizations to apply for the grants. Sets forth criteria for awarding grants. Effective immediately.
Creates the Capital Investment Accountability Act. Requires the establishment of Statewide and District Prioritization Committees and sets forth procedures for their operation. Requires the committees to establish criteria and processes for reviewing, prioritizing, and selecting surface transportation projects. Sets forth procedures for the submission, review, and prioritization of projects. Requires legislative committees and the Department of Transportation to take certain actions with respect to adopting a comprehensive project prioritization plan. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois to make corresponding changes with respect to the submission dates of reports by the Department of Transportation. Effective immediately.
Urges the General Assembly to create a bipartisan task force that shall hold public hearings, gather evidence, develop, and propose legislation and ultimately furnish a report concerning business and job development in Illinois.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Election Code. Requires that an objector's petition that is not signed by the objector or his or her attorney be stricken. Provides that the signature is a certification that the signer has read the petition and that the petition is well grounded in fact, warranted, and not filed for an improper purpose. If the petition is signed in violation of the certification, authorizes the electoral board to impose a sanction, including a fine, upon the signer or the party represented by the signer. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning establishment of the Illinois Student Assistance Commission.
Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the Illinois Student Assistance Commission shall base an independent student's financial resources on an adjusted estimated family contribution amount, which amount shall equal one-half of the student's estimated family contribution. Effective July 1, 2007.
