Amends the Public Utilities Act. Provides that notwithstanding existing administrative rules, discontinuance of service to residential service is prohibited for up to 90 days when discontinuance of service will aggravate an existing serious illness of any person that is a permanent resident of the premise where service is rendered if the customer complies with specified criteria. Effective immediately.

Amends the Higher Education Student Assistance Act and the Illinois Income tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, makes a matching donation to the Illinois Student Assistance Commission on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Election Code. Includes members of the U.S. Armed Forces Reserves and the Illinois National Guard, and their spouses and dependents when residing with or accompanying them, among the persons covered by the Code's provisions for military, non-resident, and overseas voters. Authorizes these voters to transmit ballots and ballot applications by fax or electronic means (now, military voters may fax ballot applications). Requires election authorities to have the capability to send and receive fax and electronic transmissions. Requires the State Board of Elections to adopt appropriate rules. Effective immediately.
Amends the Illinois Aeronautics Act. Makes a technical change in a Section concerning definitions.
Creates the Junk Food Tax Act. Contains only a short title provision.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain automotive mechanics employed by the Illinois State Toll Highway Authority who are assigned to retrieve or repair State vehicles on State highways or tollways and certain sign hangers employed by the Department of Transportation. In provisions concerning the alternative retirement formula, removes references to obsolete job designations of the Illinois State Toll Highway Authority. Includes language concerning new benefit increases. Effective immediately.
