Amends the Regulatory Sunset Act. Extends the repeal date for Section 2.5 of the Illinois Plumbing License Law to January 1, 2023 from January 1, 2013. Effective immediately.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Makes a technical change in a Section concerning exemptions for property used for charitable purposes.
Amends the Fire Sprinkler Contractor Licensing Act. Creates the State Fire Sprinkler Contractor Advisory Board. Provides that the Board shall (i) advise the State Fire Marshal on matters of licensing, continuing education, statutory changes, and administrative rulemaking, (ii) make recommendations to the State Fire Marshal on those matters, and (iii) hear and make recommendations to the State Fire Marshal on disciplinary matters that require a formal evidentiary hearing. Extends the licensing period from one year to 2 years. Provides that each licensee must complete 16 hours of continuing education in the 2-year period preceding their renewal date, beginning with licenses renewed after January 1, 2012. Makes other changes. Effective immediately.
Amends the Public Utilities Act. Repeals a provision that requires the Illinois Commerce Commission to establish, by rulemaking, the policies and procedures which shall be utilized in evaluating and deciding any requests for the recovery and allocation of reasonable and prudent costs incurred in the construction of generation or production facilities which have been cancelled. Effective immediately.
Amends the Chicago Teachers Article of the Illinois Pension Code. Changes the method for calculating validated service. Limits the amount of pension credit that may be granted each year. Authorizes deductions for omissions made in prior pay periods. Requires deductions to be made whenever salary represents pay for a day or part of a day (rather than pay for 5 days). Makes other changes concerning the administration of payroll deductions. Requires employers to cause the Fund to receive all payroll records and pension contributions (rather than just pension contributions) within 30 calendar (rather than 15 business) days after each predesignated payday. Makes other changes concerning the payment and certification of salary deductions. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2011.
Amends the Chicago Teachers Article of the Illinois Pension Code. In provisions concerning the Board of Trustees of the Public School Teachers' Pension and Retirement Fund of Chicago's power to defray health insurance costs, increases the maximum total payments for that purpose to $100,000,000 (from $65,000,000) plus any amount authorized to be paid in the preceding year that was not actually paid by the Board, including interest earned thereon. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Municipal Code. Provides that the local liquor control commission shall issue a smoking license to any establishment eligible for a smoking license under the Liquor Control Act of 1934. Limits the concurrent exercise of home rule powers. Amends the Liquor Control Act of 1934. Provides that a local liquor control commissioner shall issue a smoking license to certain eligible establishments and provides that an eligible establishment must be able to document that it has an air filtration system that meets certain standards. Limits the concurrent exercise of home rule powers. Amends the Smoke Free Illinois Act. Authorizes smoking in any eligible establishment that has obtained a license to allow smoking on the premises from the local liquor control commission. Also makes technical changes. Effective immediately.
