Amends the Fire Sprinkler Contractor Licensing Act. Defines "fire pump assembly". Provides that a person or business that seeks a license renewal as a fire sprinkler contractor must provide evidence of at least one fire sprinkler permit legally issued to the person or business named on the application for each of the 2 prior calendar years. Provides that the State Fire Marshal may refuse to issue a license after making a determination that the designated party has a history of acting illegally, fraudulently, incompetently, or with gross negligence. Makes other changes. Effective immediately.
Amends the Professional Boxing Act. Changes the short title to the Boxing and Full-contact Martial Arts Act. Provides that all professional and amateur contests, or combination of both, are prohibited unless authorized by the Department of Financial and Professional Regulation, unless one of the exemption applies. Provides that compensation for professional contests shall be determined by the Department and it shall be the promoters that pay the compensation. Requires a person to register as an amateur with the Department before competing in an amateur contest and provides requirements for an applicant to register as an amateur in a full-contact martial arts contest. Increases the civil penalty to $10,000 from $5,000 for anyone who violates the licensing provisions of the Act. Provides requirements for the logistics, including required medical personnel to be present, location and length of contests, and required officials to be present for professional or amateur, or combination of both, contests to be held in accordance with the Act. Requires promoters to pay to the Department of Revenue 3% of the first $500,000 and 4% of additional total gross receipts from the sale, lease, or other exploitation of broadcasting, including, but not limited to, Internet, cable, television, and motion picture rights for that professional or amateur contest in addition to payment of any other taxes or money due. Permits the Department to disclose information and documents related to an examination or investigation of a licensee, registrant, or applicant only to law enforcement officials, other regulatory agencies that have an appropriate regulatory interest as determined by the Secretary, or a party presenting a lawful subpoena to the Department. Makes other changes. Amends the Regulatory Sunset Act to extend the Act from January 1, 2012 to January 1, 2022. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code to increase the minimum total survivor's pension to 50% of the earned retirement pension for survivors of members who died before January 1, 1987. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that a person is qualified for licensure as a private alarm contractor if a person who had been providing surveillance video systems or video security systems prior to January 1, 2005 is exempt from certain requirements and may be granted a private alarm contractor license if he or she (i) meets certain specified requirements, (ii) pays all applicable fees, (iii) presents satisfactory evidence to the Department of Financial and Professional Regulation of the provision of surveillance or video security systems for hire prior to January 1, 2005, and (iv) submits an application to the Department prior to July 1, 2014. Creates a provision concerning the confidentiality of all information collected by the Department in the course of an examination or investigation of a licensee or applicant. Also makes changes in provisions concerning legislative intent; requirements of a license; and employee requirements. Amends the Regulatory Sunset Act to extend the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2023. Effective immediately.
Amends the Public Utilities Act. Provides that, through January 2016 (was, January 2013), each qualified solid waste energy facility that sells electricity to an electric utility at a specified purchase rate shall file with the Department of Revenue on or before the 15th of each month a form that states the number of kilowatt hours of electricity for which payment was received at that purchase rate from electric utilities in Illinois during the immediately preceding month, which shall be accompanied by a specified payment based on that number. Makes conforming changes in provisions concerning certifications required to be made by the State Treasurer.
Amends the Regulatory Sunset Act. Extends the repeal date for the Interior Design Title Act to January 1, 2022 from January 1, 2012. Effective immediately.
Amends the Chicago Municipal Article of the Illinois Pension Code. Provides that the city shall levy a tax annually at a rate on the dollar of the value, as equalized or assessed by the Department of Revenue of all taxable property within the city for the year 2012 and each year thereafter, that will produce, when extended, an amount equal to or greater than the total amount of contributions made by or on behalf of employees to the Fund for annuity purposes in the calendar year 2 years prior to the year for which the annual applicable tax is levied, multiplied by 1.25. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teachers Article of the Illinois Pension Code. Provides that the Board of Education shall demand and direct and the city council of the city shall levy a tax of 0.1% annually upon all taxable property in the city. Provides that revenues derived from the tax shall be paid to the city treasurer of the city as collected and held by him or her for the benefit of the Public School Teachers' Pension and Retirement Fund of Chicago. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
