Amends the Employee Washroom Act. Provides that, for temporary buildings or buildings under construction which are not yet occupied for their intended purpose: toileting and handwashing facilities shall be provided for the convenience of all workers; sanitary facilities shall meet specified requirements; separate facilities are not required for males and females if individual portable units are used; and for one through 200 employees, one facility shall be provided for every 40 employees, and for over 200 employees, one facility shall be added for every 50 employees. Provides that all non-sewered units shall be pumped regularly to assure adequate working facilities. Effective immediately.

Amends the Sex Offender and Child Murderer Community Notification Law. Provides that a manager of a condominium or of an apartment building shall post in a conspicuous place in the common areas of the condominium or apartment building a notice as to how a unit owner or renter can obtain information about persons who are registered as sex offenders under the Sex Offender Registration Act, including how to access information maintained in the Statewide Sex Offender Database that is posted on the Department of State Police Web site. Effective immediately.

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage for bone mass measurement and treatment of osteoporosis.

Amends the Illinois Educational Labor Relations Act. Removes the provision in current law excluding part-time academic employees of community colleges from the definition of "educational employee" and "employee". Makes a related change. Amends the State Mandates Act to require implementation without reimbursement.

Amends the School Code. In provisions concerning the volunteer service credit program, provides that community service that may count as credit towards graduation may include participation in a high school or community blood drive or other blood donor recruitment campaign.

Amends the Illinois Municipal Code. Establishes the Tax Increment Evaluation Task Force to evaluate the effectiveness of tax increment financing districts in Illinois. Contains provisions concerning the membership, meetings, and duties of the Task Force. Provides that the Task Force shall prepare and submit a report to the General Assembly and to the Governor no later than June 30, 2004 containing its recommendations for the establishment of a system to evaluate the effectiveness of tax increment financing districts in Illinois. Effective immediately.

Creates the Tuition Increase Limitation Act. Beginning with the 2003-2004 academic year, prohibits a tuition rate increase at a public university that is greater than the lesser of (i) 5% of the tuition rate for the preceding academic year or (ii) the product of the tuition rate for the preceding academic year multiplied by the rate of inflation for the calendar year in which that academic year began. Effective immediately.

Amends the Minimum Wage Law. Gives the Director of Labor the authority to subpoena witnesses and records of employers for investigations or hearings. Effective July 1, 2003.

Amends the One Day Rest In Seven Act. Makes a stylistic change in provisions concerning definitions.

Amends the Cook County Article of the Illinois Pension Code to provide, for employees of the county department of corrections who have daily contact with prisoners and for certain adult and juvenile probation officers, the special retirement formula currently received by deputy sheriffs who are members of the county police department. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
