Amends the Riverboat Gambling Act. Prohibits the installation or operation of an automated teller machine on board a riverboat or upon the home dock of a riverboat. Provides that a violation is a Class B misdemeanor.

Amends the School Breakfast and Lunch Program Act. Makes a technical change in a Section concerning applications.
Amends the Railroad Incorporation Act. Makes a technical change in a provision concerning by-laws.
Amends the School Code. Provides that in recomputing a general State aid claim that was originally calculated using an extension limitation equalized assessed valuation, a qualifying reduction in equalized assessed valuation shall be deducted from the extension limitation equalized assessed valuation that was used in calculating the original claim. Provides that in calculating the amount of State aid to be apportioned to school districts, the State Board of Education shall incorporate and deduct the total aggregate adjustments to assessments made by the State Property Tax Appeal Board or Cook County Board of Appeals from the equalized assessed valuation that is otherwise to be utilized in the initial calculation. Provides that from the total amount of general State aid to be provided to school districts, adjustments under (i) the Section allowing recomputation of State aid claims and (ii) the Section requiring the incorporation and deduction of adjustments to assessments in calculating State aid together must not exceed $30 million of the general State aid appropriation in any fiscal year. Includes provisions concerning proration. Effective immediately.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
Requests extension of time for public comment on federal rules regarding train whistles.
Amends the Public Utilities Act. Provides for submission of documents under the Act in electronic form pursuant to rules adopted by the Illinois Commerce Commission. In provisions concerning service of Commission orders, provides that service by electronic means shall constitute service without additional proof of a receipt of a copy of the order.
Amends the Consumer Installment Loan Act. Sets forth terms and conditions under which licensees may engage in making short-term loans. Provides that interest on these loans must be computed as simple interest. Requires licensees to provide information about debt management services to borrowers before entering into a short-term loan agreement. Establishes notice requirements for defaults by a borrower. Limits property in which a licensee may take a security interest to the check or motor vehicle title tendered to the licensee at the time of the loan transaction. Provides procedures for taking possession of motor vehicles. Effective immediately.
Amends the Criminal Code of 1961. Provides that a prosecution for criminal sexual assault, aggravated criminal sexual assault, or aggravated criminal sexual abuse may be commenced within 10 years after the commission of the offense even if the victim does not report the offense to law enforcement authorities within 2 years after the commission of the offense. Effective immediately.
Creates the Southwest Suburban Railroad Redevelopment Authority Act. Creates the Southwest Suburban Railroad Redevelopment Authority in the municipalities of Chicago Ridge, Burbank, Bedford Park, Worth, Lansing, Glenwood, Chicago Heights, Robbins, Markham, Tinley Park, Orland Park, Palos Park, Crestwood, Dolton, Riverdale, Harvey, Oak Lawn, Dixmoor, Bridgeview, Alsip, Oak Forest, Midlothian, Palos Heights, Evergreen Park, Posen, Blue Island, and Merrionette Park. Allows the Authority to acquire, sell, and exchange property and to accept grants, loans, and appropriations in order to relocate railroads and roadways and to separate railroad grade crossings. Provides that the Authority shall be governed by a 28-member Board. Provides for the appointment of a Secretary and Treasurer of the Authority. Contains other provisions. Effective immediately.
