Creates the Higher Education Commission Act. Creates the Higher Education Commission to establish criteria for the tenure of public university professors, to be submitted to each university for use in making tenure decisions. Requires each university to submit all decisions to grant or deny tenure to the Commission for approval.

Amends the Lead Poisoning Prevention Act. Imposes a fee of $0.02 on every rental of a videotape or video disc in this State. Provides for deposit of the collected fees into a special account in the Lead Poisoning Screening, Prevention, and Abatement Fund. Provides that beginning July 1, 2004, moneys in the special account shall be appropriated to the Department of Public Health for the purpose of funding a program to provide lead poisoning screening for women who are (i) determined to reside in an area defined as high risk by the Department, (ii) age 13 or older, and (iii) either pregnant or lactating.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning definitions.
Amends the Illinois Vehicle Code. Provides that, until January 1, 2006, whenever a peace officer stops a vehicle for a traffic violation, the officer shall record and report racial, age, and gender information on the individual stopped and the reasons for and the results of the stop. Provides that each law enforcement agency shall compile the required data and submit the data in an annual report to the Secretary of State. Provides that the Secretary of State shall analyze the data and submit a report of his findings to the General Assembly. Provides that the annual reports to the Secretary of State must be submitted no later than March 1 in 2005 and 2006. Provides that the Secretary of State's annual reports of findings must be submitted no later than June 1 in 2005 and 2006. Provides that law enforcement agencies shall adopt policies that discourage race-based traffic stops. Provides that the Governor may direct the Comptroller and the State Treasurer to withhold State funds appropriated to a law enforcement agency that fails to comply with these requirements. Effective January 1, 2004.
Amends the Electronic Mail Act. Requires an initiator of an unsolicited e-mail advertisement to establish a toll-free telephone number or return e-mail address that the recipient of the advertisement may call or e-mail to notify the sender not to e-mail any further unsolicited e-mail advertisements. Prohibits an initiator of an unsolicited e-mail advertisement from selling or transferring the e-mail address of a person who given notice that he or she does not want to receive any further unsolicited e-mail advertisements. Provides that each unsolicited e-mail advertisement's subject line shall include "ADV:" as the first 4 characters and each adult-oriented unsolicited e-mail advertisement's subject line shall include "ADV:ADLT" as the first 8 characters.
Amends the Criminal Code of 1961. Provides that the penalty provisions of the offense of unlawful purchase of a firearm apply to attempting to purchase firearms in violation of the statute. Effective immediately.
