Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.

Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
Amends the School Code. Requires a school district, at the end of each school year, to file a report with the State Board of Education that summarizes each school's instruction on Black History for that school year. Provides that, on or before August 1 of each year, the State Board of Education shall compile these reports into a statewide report and file the statewide report with the General Assembly.
Amends the State Fair Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that, beginning in State fiscal year 2014, the State shall make annual contributions to the Fund. For State fiscal year 2014, the contribution shall be $343,860,000. For each year thereafter, the Board shall certify to the Governor by December 15th the amount of the required State contribution for the coming fiscal year. The certified contribution shall be equal to 10% of the certified State contribution to the downstate Teachers' Retirement System. Effective immediately.
Appropriates $15,000,000 from the Capital Development Fund to Chicago State University for the construction of a child care center. Effective July 1, 2014.
Amends the School Code. Makes a technical change in a Section concerning children with disabilities.
Amends the Code of Civil Procedure. Provides that a landlord may evict a tenant under the Section concerning emergency housing eviction proceedings if the tenant has failed to make any payment of rent in over 90 days.
Amends the State Finance Act. Repeals the Family Responsibility Fund. Amends the Illinois Public Aid Code. Removes driver's licenses from the licenses that may be suspended for failure to respond to a subpoena or warrant regarding paternity or for failure to make timely support payments. Amends the Illinois Vehicle Code. Removes the prohibition on issuance of a driver's license to persons that are delinquent in making support payments and limits the prohibition on issuance of a driver's license to persons that have not posted security or proof of financial responsibility to those persons who have failed to do so in connection with the requirements of Chapter 7 of the Illinois Vehicle Code. Repeals the Family Financial Responsibility Law. Amends the Marriage and Dissolution Act and the Non-Support Punishment Act. Prohibits the suspension of a driver's license for visitation abuse or delinquency of court ordered support payments.
Amends the Chicago School District Article of the School Code. Makes a technical change in a Section concerning the application of the Article and definitions.
