Amends the School Code. Requires a school board to prohibit a law enforcement agency or school official, while on school grounds or at a school-sponsored activity, from recruiting or compelling a student to participate in a police line-up, mock police line-up, or mug photograph shoot. Also requires the school board to prohibit students from participating in a police line-up, mock police line-up, or mug photograph shoot on school grounds or at a school-sponsored activity. Effective July 1, 2004.

Amends the Public Utilities Act. Provides that a public utility may not disconnect gas or electric service that is the primary source of space heating or that is used to control the primary source of space heating by a residential customer or mastermetered apartment building for nonpayment during the period of time from December 1 through March 31 of the next year. Effective immediately.

Provides that if a pupil is suspended for more than 2 school days, the pupil's parent or guardian may chose to place the pupil in a community-based education program during those days of suspension and the school district must pay the community-based education program an amount equal to the amount the school spends per pupil per day for each day that the pupil is suspended and attends the program. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.

Amends the Counties Code and the Illinois Municipal Code. Provides that a community antenna television franchisee may not terminate service to any customer unless the franchisee first sends written notice of termination to the customer through the U.S. mail, return receipt requested, which states the date of the termination. Provides that the franchisee must provide a refund to each customer that is subject to a service interruption caused by conditions that are in the franchisee's control. Provides that no franchisee may charge more than $50 per month for any cable service.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
