Amends the Election Code. Authorizes election authorities to establish special procedures for late voter registration, beginning January 1, 2005. Requires the State Board of Elections to adopt necessary rules.

Amends the Criminal Identification Act. Makes a technical change in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.

Amends the Military Code of Illinois. Makes a technical change in a Section concerning funding for the Department of Military Affairs.
Amends the Electronic Fund Transfer Act. Requires entities that issue access devices to disclose to the consumer in every billing statement the fees charged for the use of automatic teller machines.
Amends the School Code. Makes a technical change in a Section concerning truants' alternative and optional education programs.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to establish and implement a loan program to assist Illinois residents in meeting expenses related to the adoption of children under the Department's jurisdiction. Limits recipients to a maximum of $10,000 per child. Requires the Department to adopt rules requiring repayment and verification of use of loans and penalties for default.
Creates the Hospital Discriminatory Pricing Reform Act and amends the Hospital Licensing Act. Requires every hospital to develop an "assistance to the uninsured" policy specifying how the hospital will determine the financial liability for services rendered to uninsured patients. Requires that the policy address charity care. Requires notice of the policy to patients. Limits debt collection activities by a hospital. Provides that a violation of the Hospital Discriminatory Pricing Reform Act may subject a hospital to suspension or revocation of its license. Also provides for civil penalties and for a private right of action. Effective immediately.
Amends the School Code. Provides that the History of the United States course required as a prerequisite to receiving a high school diploma must include a unit of instruction on civics. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2003.
