Amends the Comprehensive Health Insurance Plan Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Makes a technical change in a Section relating to long-term care insurance.
Amends the Charter Schools Law of the School Code. Provides that a charter school that is operating in Chicago may not employ an individual in an instructional position who is not State-certified and highly qualified as defined in the federal No Child Left Behind Act of 2001. Provides that with respect to a charter school that is operating in Chicago, beginning August 15, 2006, residency within the city must be considered in determining the employment and compensation of a teacher and whether to retain, promote, assign, or transfer that teacher. Provides, however, that with respect to teachers employed prior to August 15, 2006 by a charter school that is operating in a city having a population exceeding 500,000, residency within the city must not be considered in determining a teacher's employment or compensation or whether to retain, promote, assign, or transfer a teacher. Amends the State Mandates Act to require implementation without reimbursement. Effective August 15, 2006.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the short title.

Appropriates $2 from the General Revenue Fund to the Department of Central Management Services for its FY06 ordinary and contingent expenses. Effective July 1, 2005.
Creates the Identity Theft Notification Act. Requires any data collector that owns or uses personal information in any form that includes personal information concerning an Illinois resident, to disclose any breach of the security of the system following discovery or notification of the breach in the security of the data, without regard for whether the data has been accessed by an unauthorized third party for legal or illegal purposes. Provides that notice may be provided in one of the following ways: (1) written notice; (2) electronic notice; or (3) substitute notice if the person or business demonstrates that the cost of providing notice would exceed $250,000, or the affected class of persons to be notified exceeds 500,000, or the person or business does not have sufficient contact information. Provides a private right of action for a violation of the Act.
Appropriates $2 from the General Revenue Fund to the Illinois Emergency Management Agency for its FY06 ordinary and contingent expenses. Effective July 1, 2005.
