Amends the Public Utilities Act. Makes a technical change in a Section concerning the reading of meters.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Makes a technical change concerning rules and regulations for the establishment and continuation of narrowly tailored sheltered markets.
Amends the School Code with regard to the Chicago school district. Provides that teacher seniority shall be based on employment within the school district, not employment at a particular attendance center. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning definitions.
Appropriates $2 from the General Revenue Fund to the Department of Human Services for its FY06 ordinary and contingent expenses. Effective July 1, 2005.
Creates the Health Care Enterprise Zone Act. Provides that the Department of Public Health may certify certain areas in the State suffering from a shortage of medical services as health care enterprise zones or specialty shortage zones. Provides that, for the taxable years ending on or after December 31, 2006, a health care professional who practices at least 50% of the year in an area of Illinois that has been certified as a health care enterprise zone or as a specialty shortage zone may apply to the Department requesting a certification of an income tax credit. Sets forth the amounts of the credit. Sets forth conditions for the revocation of benefits under the Act. Amends the Illinois Income Tax Act to create the income tax credit certified under the Health Care Enterprise Zone Act. Amends the Property Tax Code. Provides that taxing districts may abate the property taxes for the property of any facility operated by a health care professional as part of his or her practice in a health care enterprise zone or specialty shortage zone certified under the Health Care Enterprise Zone Act. Provides that the aggregate amount of abated taxes for all taxing districts in any county may not exceed $5,000,000 per year.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "medical assistance" Article of the Code.
Amends the Unified Code of Corrections and the Sex Offender Registration Act. Provides that any person who is required to register under the Sex Offender Registration Act who violates any of the provisions of that Act on 2 or more occasions shall, if sentenced to probation or supervision, be required to wear at all times for the duration of the period of probation or supervision a location transmitting device, and, if sentenced to imprisonment, be required to wear at all times for the duration of any period of parole or mandatory supervised release a location transmitting device. Provides that the location transmitting device shall be attached to the sex offender by the law enforcement agency having jurisdiction over the sex offender and that agency shall regularly and frequently monitor the information transmitted by the location transmitting device. Provides that any sex offender who is required to be monitored and who violates this requirement is guilty of a Class 2 felony. Provides that a violation of the monitoring requirement may be the basis for revocation of probation, supervision, parole, or mandatory supervised release.
Amends the Illinois Health Insurance Portability and Accountability Act. Makes a technical change in a Section concerning the applicability and scope of the Act.
