Amends the Interest Act. Provides that no increase in the annual percentage rate of interest on a revolving credit arrangement for a credit card account, other than an increase due to the expiration of an introductory percentage rate of interest, may be made because of a late payment by the debtor, provided that the payment has been postmarked or entered electronically on or before the date that the payment was due. Provides that the exception for the increase in the annual percentage rate of interest on a revolving credit arrangement for a credit card account does not apply to late payments due to a check not being honored by the debtor's bank for insufficient funds.

Amends the State Finance Act. Makes a technical change in a Section concerning the Budget Stabilization Fund.
Amends the Unified Code of Corrections. Provides that all institutions and facilities of the Department of Corrections shall permit a committed person to purchase, possess, and use condoms. Provides that a committed person may not be denied any privileges or good conduct credit because of the committed person's purchase, possession, or use of condoms. Provides that neither the Department of Corrections nor an institution or facility of the Department may declare condoms as contraband. Provides that by January 1, 2008, the Department of Corrections shall develop a plan to make condoms available to committed persons according to established public health practices and in a manner that protects the health, safety, and privacy of committed persons and correctional facility staff. Effective immediately.
Amends the Public Utilities Act. Makes a technical change concerning the Illinois Commerce Commission.
Amends the Health Maintenance Organization Act. Makes a technical change in a Section concerning the short title.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the Charter Schools Law of the School Code. Provides that a charter school that is operating in Chicago may not employ an individual in an instructional position who is not State-certified and highly qualified as defined in the federal No Child Left Behind Act of 2001. Provides that with respect to a charter school that is operating in Chicago, beginning August 15, 2007, residency within the city must be considered in determining the employment and compensation of a teacher and whether to retain, promote, assign, or transfer that teacher. Provides, however, that with respect to teachers employed prior to August 15, 2007 by a charter school that is operating in a city having a population exceeding 500,000, residency within the city must not be considered in determining a teacher's employment or compensation or whether to retain, promote, assign, or transfer a teacher. Amends the State Mandates Act to require implementation without reimbursement. Effective August 15, 2007.
Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.
Amends the School Code. Prohibits a school district from operating any schools within the district on a full year school plan (now a full year school plan is allowed). Removes references in the School Code to full-year or year-round schooling.
Amends the Illinois Worker Adjustment and Retraining Notification Act. Makes a technical change in a Section concerning the short title.
