Amends the School Code with respect to administrative certificates. Allows for a general administrative endorsement if, among other conditions, the certificate holder has 2 years of chief school business official experience (as an alternative to requiring 2 years of full-time teaching experience or school service personnel experience). Provides that an endorsement for a chief school business official endorsement must include the requirement that the certificate holder has 6 semester hours of internship in school business management. Allows for a superintendent endorsement if, among other conditions, the certificate holder has 2 years of chief school business official experience (as an alternative to requiring 2 years as an administrator or supervisor in the public schools).

Amends the School Code. In provisions concerning bullying prevention, makes changes concerning the criteria for bullying, the written policy on bullying that schools must adopt (including posting requirements), and implementation of the written policy. Requires that schools maintain records concerning any bullying incidents. Adds provisions concerning criminal and civil immunity for specified parties. Adds provisions concerning gang resistance education and training for students. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the School Code. Deletes language providing that before July 1, 2006 and after June 30, 2010, the State Board of Education shall provide the primary source of funding through appropriations for the grants for preschool educational program and the funds shall be distributed for the benefit of children who because of their home and community environment are subject to such language, cultural, economic and like disadvantages that they have been determined as a result of screening procedures to be at risk of academic failure. Deletes language that provides that screening procedures shall be based on criteria established by the State Board of Education. Removes the date restrictions of July 1, 2006 through June 30, 2010 on the requirement that the State Board of Education shall provide the primary source of funding through appropriations for the program. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in the short title Section.

Urges the United States President and Congress to pass legislation that would regulate the nutritional content of the food that universities, particularly historically black universities, offer to their students on campus in order to decrease the nation's obesity problems.
Proclaims March 9, 2010 as 4-H Day in the State Capitol.
Amends the Credit Agreements Act. Provides that specified provisions shall not constitute a defense to a claim that arises out of bad faith conduct intended to unjustly benefit a creditor or a third party. Provides that the mere failure by a creditor to enter into a credit agreement with or to provide a written commitment to a debtor, without more, shall not constitute bad faith under specified provisions. Provides for the legislative intent of the General Assembly and that certain provisions apply to pending actions as well as actions commenced on or after the effective date of the amendatory Act. Effective immediately.
Creates the Public Health Advocates Act. Establishes the Public Health Advocates as a nonprofit membership corporation to effectively represent and protect the interests of Illinois health care consumers on certain matters and provides that members of the Corporation are Illinois residents who have contributed money to the Corporation. Provides duties and powers for the Corporation. Sets forth requirements for the board of directors of the Corporation, including qualifications for candidates, elections, appointment of officers, meetings, and duties. Permits the Corporation to prepare and furnish enclosures to State agencies to be included in agency mailings. Prohibits the Corporation and its directors, officers, and employees from accepting anything of monetary value above $100 from certain persons. Provides that the Act shall not be construed to limit the right of any person to participate in a regulatory proceeding or court action or to relieve any regulatory agency or court of any obligation to permit participation in a proceeding or action. Amends the Citizens Utility Board Act to comply with the mailing provisions of the Public Health Advocates Act. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that, beginning in State fiscal year 2010, the General Assembly must make annual contributions to the Fund of an amount equal to 20% of the amount of the annual State contribution to the Teachers' Retirement System of the State of Illinois. Effective immediately.
