PROBATION OFF-QUALIFICATIONS

Amends the Probation and Probation Officers Act. Provides that beginning January 1, 2011, minimum qualifications of probation officers shall include at least 30 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services. Provides that beginning January 1, 2014, such minimum qualifications shall include at least 40 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services.

EDUC-REPORTING REQUIREMENTS

Amends the School Code. Provides that on or before October 1, 2012 (instead of August 1, 2009) and every 3 years thereafter, the State Board of Education shall file with the General Assembly and the Governor and shall make available to the public a report listing the institutions of higher education engaged in teacher preparation in the State, along with other specified data pertinent to each institution. Deletes language that provides that on or before February 1, 1998, and each year thereafter, the State Board of Education shall submit a cumulative report summarizing all types of waivers of mandates and modifications of mandates granted by the State Board or the General Assembly. In provisions requiring a school to prepare a report assessing school performance, removes the requirement to include the average administrator salary and average teacher salary in the report. Amends the School Construction Law. Provides that each school year in which school energy efficiency project grants are awarded, 20% of the total amount awarded shall be awarded to a school district in a city with a population of more than 500,000 (currently, specifies only a school district with a population of more than 500,000), provided that the school district complies with the specified rules and requirements. Effective July 1, 2010.

NATURAL GAS DISCONNECTION

Amends the Public Utilities Act. Provides that notwithstanding any other provision of the Act, no natural gas utility shall disconnect service of any customer or affix a notice of service disconnection to the private property of any customer unless: (1) 6 months have passed without payment on the account and (2) the utility has received confirmation that the customer has received notice sent by certified mail informing the customer of his or her nonpayment and certain options available to the customer. Provides that any natural gas utility that violates the provision shall be fined by the Illinois Commerce Commission an amount equal to twice the outstanding balance on the customer's account.

CD CORR-CHILD SEX OFFENDER

Amends the Unified Code of Corrections. Provides that an offender convicted of or placed on supervision for an offense committed on or after the effective date of the amendatory Act that would qualify the accused as a child sex offender shall wear an approved electronic monitoring device for the duration of the person's natural life. Effective immediately.

INTERGVR RENEWABLE ENERGY ACT

Creates the Intergovernmental Cooperation Renewable Energy Act. Permits the creation of an agency by intergovernmental agreement for the purpose of investigating the desirability of and necessity for providing waste disposal or electrical energy from renewable sources and to develop means for providing waste disposal or electrical energy from renewable sources. Contains the findings of the General Assembly. Provides that (1) powers specified under the Act are supplemental to existing powers under law and (2) actions taken by specified parties may be done so by resolution. Specifies (1) the status and (2) organization of an agency under the Act. Contains provisions concerning the officers, board composition, and bylaws of an agency. Contains provisions concerning actions of an agency in relation with the Secretary of State. Specifies the powers and duties of an agency. Specifies the manner in which an agency may issue bonds. Specifies which charges an agency may collect for specified activities. Provides that governmental units may contract. Amends the Eminent Domain Act to authorize eminent domain powers under the Act. Contains a severability clause. Effective immediately.
