PUBLIC CAMPAIGN FINANCING

Creates the Lincoln Act. Provides for a voluntary program of public financing for candidates for the executive branch constitutional offices and General Assembly members beginning in 2011, to be administered by the State Board of Elections. Amends the State Finance Act and the Illinois Income Tax Act to create the necessary special fund and an income tax check-off to support the financing program. Amends the Election Code. Makes a conforming change concerning the use of public funds. Requires that the State Board of Elections publish its Internet voters' guide before every general election (now, general elections when statewide officers are elected) and include candidates for the General Assembly and a list of candidates participating in the public financing program. Effective immediately.

Amends the State Finance Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Increases the amount that must be deposited into the McCormick Place Expansion Project Fund from certain use and occupation tax proceeds. Amends the Metropolitan Pier and Exposition Authority Act. Increases certain bond authorization limits of the Metropolitan Pier and Exposition Authority from $2,107,000,000 to $2,457,000,000. Extends the bond repayment schedule for the Metropolitan Pier and Exposition Authority to the year 2050. Effective immediately.

SCH CD-CHARTER PUBLIC SCH COMM

Amends the Charter Schools Law of the School Code. Establishes the Illinois Charter Public School Commission as an independent, State-level, charter school authorizing entity working in collaboration with the State Board of Education. Includes provisions concerning membership, funding, staff, powers and duties, Commission charter school applications, Commission immunity, an annual report to the General Assembly and the State Board, oversight fees, and total pupil enrollment. Provides that every 2 years (instead of annually), the State Board shall compile evaluations of charter schools received from school boards. Effective immediately.

JUV CT-RECORDS-DISCLOSURE

Amends the Juvenile Court Act of 1987. Permits persons or their staff charged by a unit of local government with the duty of investigating the conduct of law enforcement officers to inspect and copy law enforcement records maintained by law enforcement agencies that relate to a minor who has been arrested or taken into custody before his or her 17th birthday. Effective immediately.

HORSE RACING-ELECTRONIC GAMING

Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act. Authorizes the conduct of electronic gaming by an organization licensee under the Illinois Horse Racing Act of 1975 at a race track. Provides for administration and enforcement of electronic gaming by the Illinois Gaming Board. Pre-empts home rule with regards to the regulation and licensing of electronic gaming and electronic gaming licensees. Makes other changes. Amends various other Acts to make conforming changes. Effective immediately.
