Amends the Illinois Educational Labor Relations Act. Repeals a Section concerning subjects of collective bargaining between the Chicago school district and the exclusive bargaining representative of its employees.

Amends the School Code. Makes a technical change in a Section concerning teacher tenure.
Appropriates the amount of $5,000,000, or so much thereof as may be necessary, from the General Revenue Fund to the State Board of Education for grants to establish new community schools and to maintain existing community schools in accordance with Public Act 96-746. Effective July 1, 2010.
Amends the State Finance Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.
Amends the Illinois Educational Labor Relations Act. Provides that the list of subjects of collective bargaining between the Chicago School District and the exclusive bargaining representative of its employees that is now permissive is instead mandatory. Amends the State Mandates Act to require implementation without reimbursement.
Amends the State Finance Act. Provides that any disbursements on or after July 1, 2009 that otherwise would be made from the State Surplus Property Revolving Fund shall be made from the Facilities Management Revolving Fund. Any moneys that otherwise would be paid into the State Surplus Property Revolving Fund on or after that date shall be deposited into the Facilities Management Revolving Fund. Further provides that the State Surplus Property Revolving Fund shall cease to exist on October 1, 2009, and that any balance in the Fund as of that date shall be transferred into the Facilities Management Revolving Fund. Repeals the State Surplus Property Revolving Fund. Makes conforming changes in the State Finance Act and other Acts. Effective July 1, 2009, except that provisions repealing the State Surplus Property Revolving Fund are effective November 1, 2009.
States our belief that the United States of America should lead the international community in brokering an international agreement to significantly reduce the emissions of greenhouse gases and urges Congress to pass legislation to reduce greenhouse gas emissions.
Amends the Criminal Code of 1961. Changes references in the statute on unlawful sale of firearms from "sell" or "give" to "transfer". Prohibits multiple sales of handguns within a 30-day period. Creates the offense of unlawful acquisition of handguns. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that on July 1, 2010, the Department of Human Services shall increase the TANF grant amounts for assistance units that include an adult or adults and assistance units that include a child or children only by 15%. Further provides that annually, at the beginning of each fiscal year subsequent to fiscal year 2011, the Department shall increase the TANF grant amounts in effect on June 30 of the preceding fiscal year for assistance units that include an adult or adults and assistance units that include a child or children only by 15%, until such time as the grant amounts for assistance units that include an adult or adults equal or exceed 50% of the Federal Poverty Level, and that thereafter, annually, at the beginning of each fiscal year, the Department shall increase the TANF grant amounts in effect on June 30 of the preceding fiscal year as needed to maintain the TANF grant amounts for assistance units that include an adult or adults at an amount equal to or a level greater than 50% of the Federal Poverty Level and shall increase the TANF grant amounts for assistance units that include a child or children only by the same percentage. Effective immediately.
