SCH AID FORMULA-CONTINU APPROP

Amends the State Aid Continuing Appropriation Law. Makes the Law applicable to fiscal year 2004 and each fiscal year thereafter. Provides that if the General Assembly fails to make Common School Fund appropriations to the State Board of Education in fiscal year 2004 and in each fiscal year thereafter sufficient to fund the general State aid, supplemental general State aid, and supplementary grants in aid provisions of the State aid formula, the Law shall constitute an irrevocable and continuing appropriation from the Common School Fund of all amounts necessary for those purposes. Removes a provision that provides for the Law's repeal on June 30, 2003. Effective immediately.

ACCOUNTING ACT-CPA CERT

Amends the Illinois Public Accounting Act. Provides for expiration and renewal of certified public accounting certificates. Provides grounds for discipline for a holder of a certified public accounting certificate. In provisions concerning certificates issued under prior laws, provides that the certificates shall be valid and in force, unless suspended or revoked under the disciplinary provisions. In the definition of "certified public accountant" and in titling provisions, provides that a certificate must be current, registered, and unrevoked. Provides that the Board of Examiners shall report annually on its activities. Provides that, on and after July 1, 2004, applicants are required to pass an examination on the rules of professional conduct before they may be awarded a certificate as a certified public accountant. Provides that the files of the Board relating to the investigation of possible instances of professional misconduct or any other ground for discipline shall be confidential and not subject to disclosure at the request of any person, except upon the order of a court in a pending action or proceeding or in certain other instances. Provides that at least 4 continuing education hours shall be courses covering the subject of professional ethics. JUV CT-EXPUNGEMENT

Amends the Juvenile Court Act of 1987 concerning the expungement and sealing of juvenile arrest and court records. Provides for automatic expungement of arrest and court records relating to incidents that occurred before an individual's 17th birthday if: (1) no petition for delinquency was filed with the court; or (2) the minor was found not delinquent of the offense; or (3) the minor was placed under supervision and the order of supervision has been successfully terminated; or (4) the minor was adjudicated for an offense which would be a Class B misdemeanor if committed by an adult. Provides for automatic expungement of arrest and court records relating to incidents that occurred before an individual's 17th birthday that did not result proceedings in criminal court and any juvenile court records of proceedings that resulted in adjudications, but only if the person has had no convictions since his or her 17th birthday, and: (1) the person has attained the age of 21 years; or (2) 5 years have elapsed since the termination of all juvenile court proceedings or commitment to the Department of Corrections, Juvenile Division.

PUB AID-BETA AGONISTS APPROVAL

Amends the Illinois Public Aid Code. Provides that the Department shall not impose requirements for prior approval based on a preferred drug list for any short-acting beta agonists used as rescue therapy in the treatment of life-threatening conditions due to acute bronchospasm in patients with reversible obstructive airway disease that results from asthma, chronic obstructive pulmonary disease or emphysema.

MEDICAID-LIMIT RX DRUGS

Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.

COMPREHENSIVE-OLDER ADULTS ACT

Creates the Comprehensive Housing, Health, and Supportive Services for Older Adults Act and amends the Illinois Health Facilities Planning Act, the State Finance Act, and the Nursing Home Care Act. Requires the Director of Public Health, in coordination with the Director of Aging and the Director of Public Aid, to monitor and analyze the distribution of housing and services for older adults in the different geographic areas of the State and implement corrective action plans by July 1, 2005. Provides for a program for conversion of nursing homes to assisted living or shared housing establishments; makes such conversions exempt from the requirements of the Illinois Health Facilities Planning Act, and provides for transition planning grants to nursing homes making such conversions. Creates special funds in the State treasury for use in implementing the Comprehensive Housing, Health, and Supportive Services for Older Adults Act. Provides for transfers from the Long Term Care Monitor/Receiver Fund to the new Nursing Home Conversion Fund and the new Nursing Home Transition Planning Grant Fund. Makes other changes. Effective immediately.

CRIMINAL LAW-TECH

Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
