Amends the Illinois Municipal Code. Authorizes a municipality carrying out a business district development or redevelopment plan to impose a tax on the retail sale of tangible personal property and the sale or charge for a sleeping room, not to exceed 1% of the selling price of the tangible personal property or the charge for the sleeping room and only to be imposed in 0.25% increments. Requires a municipality imposing these taxes to follow certain additional procedures in applying for designation as a business district and approval of a business district development or redevelopment plan. Requires that the revenue generated by the tax be deposited into the municipality's Business District Tax Allocation Fund. Authorizes a municipality to issue obligations in one or more series bearing interest at rates determined by the corporate authorities of the municipality by ordinance and secured by the Business District Tax Allocation Fund. Requires the ordinance (i) to pledge any amounts in and to be deposited into the Business District Tax Allocation Fund for the payment of business district costs and obligations and (ii) to contain certain recitals. Authorizes the public or private sale of the obligations and the issuance of obligations to refund previously issued obligations. Upon payment of all business district costs, requires all surplus funds to be deposited into the general corporate fund. Requires the corporate authorities of the municipality to adopt an ordinance immediately rescinding the tax when all business district costs and obligations have been paid. Effective immediately.

Amends the Department of Veterans Affairs Act. Requires the Department to reimburse veterans service organizations for services provided by veterans service officers in processing and adjudicating claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires reimbursement at the rate of $0.005 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Effective immediately.
Amends the Consumer Installment Loan Act. Makes technical changes in a Section concerning annual license fees.
Amends the Managed Care Reform and Patient Rights Act in relation to pharmacy providers. Provides that a health care plan that is wholly owned by a physicians' group organized under the Professional Service Corporation Act does not have to comply with requirements prohibiting discrimination against pharmacy providers.
Amends the Public Utilities Act. Makes technical changes in a Section concerning rates.
Amends the Illinois Public Aid Code. Requires the Department of Human Services to increase TANF grant amounts by 15% effective July 1, 2003 and to increase grant amounts on July 1, 2004 and each July 1 thereafter by an amount based on employment cost statistics compiled by the United States Department of Labor. Requires the Department thereafter to report to the Governor and the General Assembly concerning the adequacy of TANF grant amounts to meet families' subsistence needs. Effective July 1, 2003.
Amends the Illinois Public Aid Code. In provisions concerning the State Disbursement Unit, provides that nothing in those provisions shall prohibit the Department of Public Aid from holding the State Disbursement Unit Revolving Fund after June 30, 2003. Removes a provision that provisions concerning the State Disbursement Unit Revolving Fund apply only if the Department of Public Aid performs the functions of the State Disbursement Unit. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a provision regarding junking and salvage certificates.
Amends the Automobile Renting Occupation and Use Tax Act. Makes a technical change in a Section concerning definitions.
Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Labor.
