Amends the Property Tax Code. Provides that, for tax year 2013 and subsequent tax years, all applications for judgment and order of sale for taxes and special assessments on delinquent properties shall be made by July 1 of the calendar year following the second installment due date. Effective immediately.

Amends the Service Obligations and Conditions Article of the Public Utilities Act. Provides that a utility shall reconnect or restore a residential customer's service no later than 48 hours after the resolution of the reason for the disconnection or termination, including entering into a repayment agreement with the utility, if the customer's gas or electric service is used to provide or control the primary source of space heating in the dwelling. Requires a utility to issue a credit to the residential customer's account if the disconnection is made in error or the utility fails to reconnect service for 2 or more days beyond the authorized 48 hours. Prohibits a utility from billing reconnection charges to the residential customer if that customer's service is not reconnected within 48 hours or if service was disconnected in error. Provides that the credits issued to a residential customer's account shall not be a recoverable expense and that the revenue reduction caused by the credits shall not be recoverable in the utility's rates. Defines "monthly customer charge". Provides that electric and gas utilities shall record the time between the resolution of the reason for disconnection and the reconnection of service and include that information in a report filed with the Illinois Commerce Commission providing statistical data concerning numbers of disconnections and reconnections involving utility service and deposits and data concerning the dollar amounts involved in these transactions. Effective immediately.
Amends the Criminal Code of 2012. Increases the threshold amounts for enhanced penalties for retail theft (from over $300 to over $500).
Amends the Private Activity Bond Approval Act. Prohibits the exercise of home rule powers in a manner inconsistent with the Act. Effective immediately.
Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes a 2% surcharge on firearm ammunition. Amends the State Finance Act. Creates the High Crime Trauma Center Grant Fund. Requires the 2% surcharge to be deposited into the Fund. Subject to appropriation, authorizes the Department of Public Health to make grants to trauma centers in high crime areas. Effective immediately.
Amends the Boat Registration and Safety Act. Provides that water skiers, tubers, parasailers, or other persons towed by the motorboat shall be considered part of the total number of passengers and cargo allowed by a watercraft's capacity plate for the purpose of determining a motorboat's carrying capacity. Changes the definition of "authorized emergency watercraft" to include watercraft of specified agencies equipped with alternating flashing blue lights. Provides that a person who violates the Section concerning the falsification of registration stamps, licenses, or documentation is guilty of a Class A misdemeanor. Provides that a violation of specified Sections concerning boat rental services is a Class B misdemeanor. Provides that a person who is convicted or found guilty (instead of "convicted") of a violation of specified Sections of the Act shall have his or her privilege of operating a watercraft on State waterways suspended by the Department of Natural Resources for a period of not less than one year. To the list of offenses subject to the one-year suspension, adds violations of the Sections concerning resistance to officers, falsifying documents, and felony titling. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the application of certain provisions to transactions of common carriers of natural gas and water by pipeline.
Amends the Illinois Public Aid Code. In a provision concerning income threshold amounts under the child care assistance program, provides that beginning in fiscal year 2015 the specified threshold must be no less than 200% of the then-current federal poverty level for each family size.
Amends the Private Activity Bond Approval Act. Preempts the concurrent exercise of home rule powers. Effective immediately.
