SECURE CHOICE SAVINGS PROGRAM

Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.

PROP TX-ASSESSMENT FREEZE PROG

Amends the Property Tax Code. Creates a reduction for improvements to foreclosed property. Provides that the assessed value of those improvements shall be reduced 10% of the equalized assessed value of the improvements on June 30, 2012. Provides that the reduction shall be for a period of 5 years, and is subject to certain conditions. Effective immediately.

$AGING-COMM CARE-CAPITATD CARE

Appropriates specified amounts to the Department on Aging for grants and for administrative expenses associated with the purchase of services covered by the Community Care Program; for payment of Community Care Program costs incurred in prior years; for grants and for administrative expenses associated with Capitated Care Coordination; and for grants and for administrative expenses associated with Comprehensive Case Coordination. Effective July 1, 2013.

CLINGING TO VEHICLES

Amends the Illinois Vehicle Code. Provides that persons using a scooter, moped, or roller blades may not attach the scooter, moped, roller blades, or themselves to any vehicle upon a roadway.

CANNABIS-PENALTIES

Amends the Cannabis Control Act. Provides that the knowing possession of not more than 10 grams of any substance containing cannabis is a petty offense with a fine not exceeding $100 (rather than a Class C or B misdemeanor). Provides that the knowing possession of more than 10 grams but not more than 30 grams of any substance containing cannabis is a petty offense with a fine not exceeding $100 for a first offense (rather than a Class A misdemeanor) and a Class A misdemeanor for a subsequent offense (rather than a Class 4 felony). Provides that the knowing possession of more than 30 grams but not more than 500 grams of any substance containing cannabis is a Class A misdemeanor (rather than a Class 4 felony). Provides that the knowing manufacture, delivery, or possession with intent to deliver, or manufacture of not more than 10 grams of any substance containing cannabis is a petty offense with a fine not to exceed $100 (rather than a Class B or A misdemeanor). Provides that the knowing manufacture, delivery, or possession with intent to deliver, or manufacture of more than 10 grams but nor more than 30 grams of any substance containing cannabis is a Class A misdemeanor (rather than a Class 4 felony). Provides that the production or possession of not more than 5 cannabis sativa plants is a petty offense with a fine not exceeding $100 (rather than a Class A misdemeanor). Provides that the production or possession of more than 5 but not more than 20 cannabis sativa plants is a Class A misdemeanor (rather than a Class 4 felony).

Amends the Criminal Code of 2012. Increases the threshold amounts for enhanced penalties for theft (from over $500 to over $1,000).

EMPLOYEE BACKGRND CHECK LIMITS

Creates the Employment Background Check Act. Provides that employers may not conduct criminal history inquiries with respect to an applicant for employment until after the employer has received an application from and interviews an applicant. Provides an exemption to permit background checks when an applicant's criminal history directly relates to the position of employment sought or the occupation for which a license is required. Permits questions concerning convictions during interviews. Authorizes remedies. Effective January 1, 2015.

SCH-DROPOUT PROGRAMS-AGE LIMIT

Amends the School Code. Requires alternative and optional education programs for truants, the IHOPE Program, and graduation incentives programs to accept dropouts under the age of 24 (currently, under 20 for the graduation incentives programs and through the age of 21 for the IHOPE Program and the alternative and optional education programs for truants). Provides that a school district shall deny reenrollment in its secondary schools to any child 19 years of age or above who has dropped out of school and who could not attend classes during the normal school year and graduate before his or her twenty-fourth birthday (currently, his or her twenty-first birthday). Effective immediately.
