Amends the State Finance Act. In fiscal year 2016 and in each fiscal year thereafter, requires the transfer from the General Revenue Fund to the Agricultural Premium Fund and the Fair and Exposition Fund of amounts equal to 100% of the total statutory payments required from those special funds for that fiscal year to county fairs and fair and exposition authorities under the Agricultural Fair Act. In each of the fiscal years 2011 through 2015, requires transfer of an amount equal to a lower, specified percentage of those total statutory payments. Provides that the required transfer amounts are the maximum amounts to be transferred in each fiscal year, notwithstanding any other law to the contrary. Amends the Agricultural Fair Act. With respect to the distribution formula for premiums to county fairs, uses either of the 2 previous fiscal years (now, either fiscal year 1984 or 1985).

Amends the Freedom of Information Act. Makes a technical change in a Section concerning lists of available records.
Amends the Property Tax Code. Provides that property and any leasehold interest in property that is owned by a municipality with a population of over 500,000 inhabitants, or a unit of local government whose jurisdiction includes territory located in whole or in part within a municipality with a population of over 500,000 inhabitants, is exempt from taxation under the Code if the property is used as a harbor. Effective immediately.
Amends the State Employees Group Insurance Act of 1971 and the State Pension Funds Continuing Appropriation Act. Beginning July 1, 2011, requires the Department of Central Management Services to administer a program of health benefits coverage for retirees, and their dependents, of certain community college districts previously not participating in the Community College Health Insurance Security Fund. Beginning January 1, 2011, provides for the collection and use of contributions. Beginning July 1, 2010, establishes a committee to advise the State on the program and necessary adjustments in funding sources. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Illinois Accurate Government Records Act. Sets forth the findings of the General Assembly. Contains provisions concerning the access to an individual's personal records, changes to an individual's personal records, the limitations on a public body's disclosure of an individual's personal records, the limitations on a public body's maintenance of systems of personal records, the limitations on a public body's maintenance of an individual's personal records, and the rights of legal guardians. Specifies the responsibilities of a public body under the Act.
Amends the School Code. Makes a technical change in a Section concerning an early childhood education block grant.
Amends the Property Tax Code. In a Section concerning property tax installments in counties with 3,000,000 or more inhabitants, provides that, beginning with taxes payable in 2010, the first installment shall be computed at 55% (instead of 50%) of the total of each tax bill for the preceding year. Effective immediately.
Creates the Lieutenant Governor Vacancy Act. Provides that the Governor shall assume and exercise the powers and duties of the Lieutenant Governor while the position of Lieutenant Governor is vacant. Authorizes the Governor to delegate any of those powers to an appropriate State employee, officer, or agency. Authorizes expenditure of appropriations. Authorizes the Governor to either suspend or continue the Office of the Lieutenant Governor. Includes provisions relating to contracts and employment. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois and the Gifts and Grants to Government Act to delete obsolete language relating to a previous vacancy. Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning adjustments to base income by the Director of Revenue.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning guardians for minors.
