Amends the Illinois Vehicle Code. Provides that any municipality may, consistent with the new provision, establish by ordinance procedures for the release of properly impounded vehicles that were used in the commission of specified offenses and for the imposition of a reasonable administrative fee related to the municipality's administrative and processing costs associated with the removal, impoundment, storage, and release of the vehicle. Provides that the administrative fee shall be waived by the municipality upon verifiable proof that the vehicle was stolen at the time the vehicle was impounded. Lists the costs for which fees may be imposed. Provides that the registered owner of the impounded vehicle is entitled to a hearing to contest the imposition of fees.

Amends the Park District Code. Provides that if a vacancy in the office of park district commissioner occurs with more than 28 months left in the term, but less than 123 days (now, 88 days) before the next regularly scheduled election for the office, the person appointed to fill the vacancy shall hold the office until the second regularly scheduled election for the office following the appointment, at which a member shall be elected to fill the vacancy for the unexpired term. Effective immediately.
Amends the Child Passenger Protection Act. Provides that upon completion of a child passenger safety instructional course to the satisfaction of the technician conducting the course, the technician shall issue a letter of completion printed on a form or in a manner required by the Illinois Department of Transportation (rather than on the technician's letterhead). Effective January 1, 2012.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Urges Congress and the U.S. Department of Transportation to pass legislation that curtails the use of police-checkpoint smartphone applications in the United States.
Resolves that there is created the Assistive Technology Evaluation and Training Centers Task Force to (i) study the effectiveness of the Assistive Technology Evaluation and Training Centers Act in protecting consumers from manufacturing defects and warranty abuses by assistive technology manufacturers and (ii) submit a report to the General Assembly on or before December 31, 2011 on the results of the study with recommendations for any necessary legislative changes to the Act.

Amends the Illinois Income Tax Act. Makes a technical change and a revisory change in a Section concerning tax checkoff explanations.
Creates the Historic Preservation Tax Credit Act. Provides for an income tax credit in an amount equal to 25% of qualified expenditures incurred by a qualified taxpayer for the restoration and preservation of a qualified historic structure. Provides that the credit may be carried forward for up to 10 years. Provides that the credit may be sold, assigned, conveyed, or transferred. Provides that the cumulative amount of credits awarded under the Act may not exceed $25,000,000 per year per county. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
