Amends the Property Tax Code. Provides that any person owning or claiming a property upon which application for judgment is applied for and any lienholder of record may pay the taxes and costs due at any time on or before the business day immediately preceding the commencement of the sale of that property (instead of "at any time before sale"). Defines "business day". Effective immediately.
Amends the Public Construction Bond Act. Provides that a subcontractor with a claim for labor and material furnished to a political subdivision of the State shall have no right of action unless it has filed notice with the Clerk or Secretary of the political subdivision and with the contractor. In a sentence setting forth the required contents of the claim, provides that a description of the contract, the work done by the subcontractor, and the total amount due and unpaid shall be included. Provides that no action shall be brought later than one year after the date of the furnishing of the last item of work or materials by the subcontractor.
Creates the Prepaid Wireless 9-1-1 Surcharge Act. Provides for a prepaid wireless 9-1-1 surcharge of 1.5% per retail transaction. Provides that a home rule municipality with a population of more than 500,000 that was imposing its own surcharge on wireless carriers prior to July 1, 1998, may impose a prepaid wireless 9-1-1 surcharge not to exceed 6% per retail transaction sourced to that jurisdiction. Defines "retail transaction". Sets forth the requirements and procedures for sellers to collect and remit the prepaid wireless 9-1-1 surcharge. Exempts providers and sellers of prepaid wireless telecommunications service from liability for damages under specified circumstances. Preempts home rule powers. Contains other provisions. Amends the Wireless Emergency Telephone Safety Act. Removes from the definition of "wireless telephone service" prepaid wireless telephone service. Deletes certain provisions concerning surcharges for prepaid wireless telephone service. Extends the repeal of the Act to January 1, 2019. Provides that the term "wireless subscriber" does not include a subscriber with an account or number associated with prepaid wireless telecommunication service. Makes other changes. Effective July 1, 2011.
Amends the Retailers' Occupation Tax Act. Requires retailers to verify the total number of vending machines used in the retailer's business upon request of the Department. Requires a retailer to request an additional sub-certificate or sub-certificates if he or she increases the number of vending machines used in the business.
Amends the Illinois Vehicle Code. Provides that local units of government shall report to the Illinois Department of Transportation and the Department shall post on its official website all preferred truck routes under the local unit of government's jurisdiction which are not classified as Class II or Class III truck routes. Provides that local units of government shall report their designated truck route network or lack of truck routes to the Illinois Department of Transportation. Provides that the Secretary of State shall include in its commercial drivers license curriculum and study guide, and in materials relating to obtaining or renewing a commercial drivers license, the distinctions between utilizing a truck-attributed global positioning system device and other non-truck-attributed global positioning system devices. Effective January 1, 2012.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the sexual exploitation of children.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
