Amends the Regulatory Sunset Act. Extends the repeal date for the Massage Licensing Act to January 1, 2022 from January 1, 2012. Effective immediately.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning protection of persons.
Amends the Chicago Teachers Article of the Illinois Pension Code. Provides that attainment of age 18 does not terminate the children's pension of a child who is disabled and was dependent upon a deceased teacher at the time of his or her death. Provides that, if there is no eligible surviving spouse or eligible child of a deceased teacher, his or her parent is entitled to a survivor's pension if he or she was dependent upon the deceased teacher at the time of his or her death. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Medical Practice Act of 1987 from December 31, 2012 to December 31, 2022. Contains revisory changes. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Dietetic and Nutrition Services Practice Act from January 1, 2013 to January 1, 2023. Effective immediately.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that if a parent is found to have made a second allegation of child abuse or neglect that is false, the parent shall be permanently barred from having custody or visitation with the child. Provides that a "false allegation" is one that is known by the parent making the allegation, at the time the allegation is made, to be without merit or one that is made with malicious intent. Provides that a finding that an allegation of child abuse or neglect is false constitutes a change in circumstance for the purpose of meeting one of the requirements for a change in custody.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a defendant's waiver of his or her right to be present during trial.
Amends the Illinois Police Training Act. Makes a technical change in a Section concerning the purposes of the Act.
Amends the Property Tax Code. Provides that, if any property that was not eligible to receive a homestead exemption was granted a homestead exemption, then a tax lien may be placed against the property and the arrearages of taxes that might have been assessed, plus specified penalties and interest, shall be charged against the property by the county clerk. Contains provisions concerning notice and hearings. Provides that, if the erroneous homestead exemption is granted as a result of a clerical error or omission on the part of the chief county assessment officer, and if the owner has paid its tax bills as received for the year or years in which the error occurred, then the penalties shall not be chargeable to the owner.
Amends the Property Tax Code. Provides that "Property Index Number" and "Permanent Index Number" shall be construed as interchangeable terms. Provides for filing of redemption applications at the Office of the County Clerk (instead of the County Court House). Provides that mailed notice shall be signed by the clerk instead of the purchaser or assignee. Provides for applicability and construction. Effective immediately.
