Creates the Interactive Digital Media Tax Credit Act. Entitles interactive digital media companies that meet certain requirements to an income tax credit in the amount of 30% of certain expenses incurred by the applicant for an accredited production in a taxable year. Authorizes taxpayers to take the credit beginning in the taxable year in which the company has met the investment requirement. Provides for the transfer of credits. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Humane Care for Animals Act. Provides that certain requirements must be met in order for an owner to lawfully tether a dog outdoors. Creates certain exemptions from that requirement. Provides penalties for violations. Defines "tether".
Creates the Justice Public Library District Tax Levy Validation (2011) Act. Validates levy ordinances and tax extensions to the extent they do not exceed the maximum amount authorized under the Property Tax Extension Limitation Law if the District had taken into account the tax increment value from the expiration of the Justice TIF #1. Amends the Property Tax Code to make the Property Tax Extension Limitation Law subject to the Justice Public Library District Tax Levy Validation (2011) Act. Effective immediately.
Amends the Criminal Code of 1961. Repeals the statutes creating the offenses of barratry and maintenance. Repeals the Sale of Maps Act, the Video Movie Sales and Rentals Act, and the Aerial Exhibitors Safety Act. Effective immediately.
Amends the Criminal Code of 1961. Exempts from an eavesdropping violation with prior approval of the State's Attorney of the county in which it is to occur, recording or listening with the aid of an eavesdropping device to a conversation in which a law enforcement officer, or any person acting at the direction of a law enforcement officer, is a party to an undercover conversation and has consented to the conversation being intercepted or recorded in the course of an investigation of a felony violation of the Illinois Controlled Substances Act or a felony violation of the Methamphetamine Control and Community Protection Act. Provides that the use of an eavesdropping device under these provisions may be used in an emergency situation. Provides that an emergency situation occurs when, without previous notice to the law enforcement officer sufficient to obtain prior State's Attorney approval, the conversation to be overheard or recorded will occur within a short period of time and the use of the device is necessary for the protection of the law enforcement officer. Provides that the amendatory Act only applies in certain zip code areas and only from January 1, 2013 through January 1, 2015. Provides that by March 1, 2015, the West Suburban Chiefs of Police Association must deliver a report to the General Assembly on the impact of the amendatory Act on drug arrests and convictions from January 1, 2013 through January 1, 2015.
Amends the Assistive Technology Warranty Act. Provides that complaints arising under the replacement and refund provisions of the Act may be filed with the Office of the Attorney General. Provides that the Office of the Attorney General shall designate an Assistant Attorney General from the Attorney General's Consumer Fraud Bureau to handle the complaints. Provides that the Office of the Attorney General shall establish a toll-free telephone number and website that consumers may use to file complaints. Establishes that a violation of the replacement and refund provisions of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Grants to the Attorney General enforcement powers and remedies under the Consumer Fraud and Deceptive Business Practices Act with respect to certain actions under the Assistive Technology Warranty Act. Makes conforming changes in the Consumer Fraud and Deceptive Business Practices Act.
Amends the Retailers' Occupation Tax Act. Provides that a business enterprise is not eligible for the high impact facility exemption for a period of more than 25 years from the date of the issuance of the certification of eligibility for that exemption. Effective immediately.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that if a Department of Revenue investigator, except an investigator appointed to enforce taxing or other measures under the Liquor Control Act of 1934, discovers any criminal offense or violation unrelated to taxing or other measures administered by the Department, then the investigator may exercise the powers of a police officer if (i) the criminal offense or violation creates a threat to the life or safety of the investigator or any other person and (ii) the investigator notifies the proper local or State law enforcement agency as soon as it is practical. Effective immediately.
