Amends the Illinois Vehicle Code. Removes the limitation on home rule units adopting ordinances inconsistent with the Illinois Vehicle Code provision on administrative fees and procedures for impounding vehicles. Removes the time requirement for scheduling an administrative hearing on the impoundment of a vehicle. Limits the number of continuances allowed in administrative hearings on the impoundment of a vehicle. Provides that vehicles not recovered from the towing and storage facility within 5 working days after an administrative hearing officer has rendered a written decision on the impoundment of a vehicle shall be deemed abandoned and disposed of in accordance with the Article of the Code concerning abandoned vehicles. Effective immediately.

Amends the Illinois Marriage and Dissolution of Marriage Act. In an action for dissolution or in a post-judgment proceeding involving minor children, authorizes the court to order the parties to participate in integrative family therapy. Defines "integrative family therapy" as a therapy model specifically aimed at high-conflict dissolution of marriage or post-judgment proceedings that involve custody or visitation where minor children have or are at risk for developing a pathological condition or pathological conditions, including but not limited to depression, anxiety, and personality disorders, in the absence of intervention. Provides that facts adduced at therapy sessions shall not be considered in adjudicating the action unless stipulated by the parties. Allows the court to assess fees as equitable.
Amends the Illinois Sports Facilities Authority Act. Makes a technical change in a Section concerning the short title.
Amends the Freedom of Information Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that any county, municipality, village, or township may order the county clerk to abate all or a portion of the taxes levied by the county, municipality, village, or township on certain tool and die manufacturing business property. Provides that, upon approval of an abatement ordinance by the county, municipality, village, or township, any taxing district located in whole or in part within that county, municipality, village or township may also abate all or a portion of its taxes levied on that property. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning sulfur dioxide emission standards.
Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning licensure without examination.
Creates the Interventional Pain Procedures for Chronic Pain Act. Prohibits the practice of interventional pain procedures for pain medicine in this State unless the person is a physician licensed to practice medicine in all its branches. Defines "interventional pain procedures". Exempts certain procedures from the Act. Authorizes the Department of Financial and Professional Regulation to adopt rules in consultation with the Medical Licensing Board as necessary to implement the Act. Effective on July 1, 2014.
Amends the Working Cash Fund Article of the School Code. Provides that only moneys earned as interest from the investment of a working cash fund may be permanently transferred (instead of moneys earned as interest from the investment of a working cash fund may be transferred) from the working cash fund to another fund of the school district that is most in need of the interest without any requirement of repayment to the working cash fund. Provides that once a district abolishes its working cash fund, the district may not create a working cash fund until the expiration of 5 years from the end of the fiscal year in which the district adopted the resolution to abolish its working cash fund (instead of providing that a school district that has abolished or abated its working cash fund has the authority to again create a working cash fund at any time). Repeals provisions allowing a school district to abate its working cash fund at any time. Instead, adds provisions prohibiting a school district from abating its working cash fund. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
