CRIM CD-RICO-FORFEITURE

Amends the Criminal Code of 2012 concerning the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law. Extends the date of repeal of the Law from June 11, 2017 to June 11, 2022. Establishes specific forfeiture and protective order provisions for violations of the Law (rather than the provisions in the money laundering statute). Provides for distribution of moneys and the sale proceeds of all other property forfeited and seized under the Law to various units of government.

PHARMACY TECHNICIAN-REGISTRATN

Amends the Pharmacy Practice Act. Provides that, beginning on January 1, 2016, if the registrant has attained the age of 18 and has been registered for 12 months or longer as a registered technician, a pharmacy technician must meet specified requirements and register as a certified pharmacy technician and, if the registrant has not yet attained the age of 18 or has been registered for less than 12 months, then upon renewal of the full 2-year registration as a registered technician, a pharmacy technician must meet the requirements and register as a certified pharmacy technician. Requires that, as a condition for the renewal of a certificate of registration as a certified pharmacy technician, the registrant shall provide evidence to the Department of Financial and Professional Regulation of completion of a total of 20 hours of continuing pharmacy education during the 24 months preceding the expiration date of the certificate. Requires the Department to establish by rule a means for the verification of completion of the continuing education requirements. Provides that the Department may waive the requirements of continuing pharmacy education, in whole or in part, in cases of extreme hardship. Effective January 1, 2016.

UNIVERSITY OF IL INITIATIVE

Amends the Illinois Procurement Code. Removes procurement expenditures made by the University of Illinois from the application of the Act and the University of Illinois from the definition of "State agency". Amends the State Property Control Act to remove property of the University of Illinois from the definition of "property". Amends the University of Illinois Act. Under a University of Illinois Investment, Performance, and Accountability Commitment, requires the State to annually appropriate a minimum specified amount, provided that the University meets certain requirements at its campuses. Provides for an annual report, and repeals the Commitment on June 30, 2022. Provides for the issuance of certificates of participation for capital improvements, to be reviewed by the Commission on Government Forecasting and Accountability. Requires the maximum annual debt service for the University's total certificate of participation obligation to not exceed $100,000,000. Subject to appropriation, provides for an Illinois Excellence Program to recruit and retain promising faculty throughout the University of Illinois system through capital investment in both new and distressed facilities; amends the State Finance Act to create a special fund. Effective immediately.

PROP TX-COMMON INTEREST

Amends the Property Tax Code. Provides that the board of managers acting on behalf of all owners in a common interest community association may seek relief from or in connection with the assessment of any taxes, special assessments, or charges levied or imposed under the Code and may charge and collect all expenses incurred in connection therewith as common expenses.

USE/OCC TX-GRAPHIC ARTS

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the exemption for graphic arts machinery and equipment applies for all periods on and after September 1, 2004. Provides that the exemption includes production related tangible personal property beginning on July 1, 2014. Provides that, beginning on July 1, 2014, the manufacturing and assembly exemption also includes production related tangible personal property. Makes changes to the definition of "production related tangible personal property". Provides that the graphic arts exemption and the manufacturing and assembly exemption are each exempt from the Acts' automatic sunset provisions. Effective immediately.

Amends the Probate Act of 1975. Provides that a licensed clinical psychologist, in lieu of a licensed physician, may sign a report relating to the adjudication of disability if the evaluation is limited to the respondent's mental condition.

MEDICAL PRACTICE ACT-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Medical Practice Act of 1987 from December 31, 2016 to January 1, 2027.

DUI SALIVA TESTING

Amends the Illinois Aeronautics Act, Illinois Vehicle Code, Snowmobile Registration and Safety Act, and Boat Registration and Safety Act. Allows use of saliva testing for the presence of alcohol or drugs for the purpose of enforcement of driving or operating a vehicle, snowmobile, watercraft, or aircraft under the influence offenses. Makes saliva tests admissible in certain proceedings. Amends the Code of Criminal Procedure of 1963 and Unified Code of Corrections to make conforming changes. Effective immediately.
