Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the annual report of the Illinois Gaming Board.

Amends the IMRF Article of the Illinois Pension Code. Allows a regional council of government that has an Internal Revenue Service ruling that it is a government entity or instrument of government to participate in IMRF. Effective immediately.
Amends the Cook County Article of the Illinois Pension Code. Provides that the annual annuity increase for a person first employed under the Article on or after the effective date shall be at a rate of 3% of the original fixed annuity (instead of 3% of the current amount of the annuity). Provides that the widow's annuity for widow of a person first employed under the Article on or after the effective date shall be subject to an annual increase at a rate of 3% of the original fixed annuity (instead of 3% of the amount of the widow's annuity payable at the time of the increase). Provides that the county board shall levy a tax annually upon all taxable property in the city at a rate that will produce a sum that will be sufficient to bring the total assets of the County Employees' and Officers' Annuity and Benefit Fund up to 90% of the total actuarial liabilities of the Fund by the end of fiscal year 2016 (instead of a sum that will be sufficient for the requirements of the Article, with a maximum provided). Amends the State Mandates Act to require implementation without reimbursement.
Amends the IMRF Article of the Illinois Pension Code to add the Will County Governmental League, the West Central Municipal Conference, and the West Cook County Solid Waste Agency to the list of entities permitted to participate in the Fund as participating instrumentalities. Effective immediately.
Amends the Illinois Vehicle Code. In provisions authorizing a municipality to provide by ordinance for a program of vehicle immobilization to facilitate enforcement of parking, standing, compliance, and automated traffic law regulations, provides that a vehicle may be immobilized only if, at the time the vehicle is actually immobilized, the minimum number of final determinations of parking, standing, compliance, or automated traffic law violation liability as determined by ordinance remain unpaid. Effective immediately.
Amends the Illinois Municipal Code. Provides that a municipality with a population of more than 2,000,000 must provide notice of adjudicatory hearings by certified mail. Preempts the concurrent exercise of home rule powers.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections.
Creates the Force-Fed Birds Act. Prohibits force-feeding birds and the selling, serving, or dispensing of products that are the result of force-feeding birds. Provides that violation of the Act is a petty offense with a fine of $1,000.
Amends the Unified Code of Corrections. Provides that a person who has been sentenced to life without possibility of parole for a crime committed when he or she was under 18 years of age may, after serving 20 years of his or her sentence, submit an Application for Review and Assessment. Provides that the application shall be submitted to the applicant's Illinois Department of Corrections counselor, who shall forward the application to the Prisoner Review Board together with the applicant's criminal history sheet, mittimus, disciplinary history, supplementary program considerations, mental health evaluations, social evaluations, and any other documents the counselor considers relevant. Provides that the Prisoner Review Board, acting through a committee of at least 3 members, shall undertake a review and assessment of the applicant and shall determine, by majority vote, whether the applicant should be certified as eligible to seek release to parole from the Prisoner Review Board. Provides that the Prisoner Review Board may require a prisoner who has satisfactorily met the conditions for release to serve any parole term it deems necessary. Provides that the Application for Review and Assessment shall be formulated by the Prisoner Review Board. Provides that the application may be submitted annually.
Amends the Chicago Firefighter Article of the Illinois Pension Code to base retirement benefits on the highest consecutive 36 months, rather than 4 years, of salary within the last 10 years of service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
