Amends the Humane Care for Animals Act. Provides that no person may transport any equidae in a vehicle or trailer containing 2 or more levels of equidae, one on top of the other. Sets out penalties for the illegal transport of equidae. Effective immediately.

Creates the Public School Teachers' Pension and Retirement Fund of Chicago Continuing Appropriation Act. Provides for appropriations from the Common School Fund to the Public School Teachers' Pension and Retirement Fund of Chicago on a continuing monthly basis of the greater of the amount of one-twelfth of $65,044,700 or the amount of the vouchers for required State contributions lawfully submitted by the Retirement Fund for that month under the School Code. Effective immediately.
Amends the Counties Code. Makes a technical change in a Section concerning the powers and duties of State's attorneys.
Amends the Judges Article of the Illinois Pension Code. Provides that a married participant who elected not to participate in the survivor's annuity provisions may elect to participate therein by filing with the Board before July 1, 2009 a written recision of the election not to participate. Includes language exempting any benefit increase as a result from the new benefit increase provisions. Effective immediately.
