UTIL-UNREG SALES OF NAT GAS

Amends the Public Utilities Act. Provides that a gas utility offering unregulated sales of natural gas to an end-use customer within or outside its service area shall be subject to specified provisions of the Act with respect to such sales. Provides that a gas utility offering unregulated sales of natural gas to an end-use customer within or outside its service area shall not subsidize such sales through the utility's regulated business. Provides that a gas utility offering unregulated sales of natural gas to an end-use customer within or outside its service area shall not discriminate in the provision of regulated gas service based upon the existence or terms of an unregulated sale of natural gas. Provides that the Commission may require a gas utility to file reports regarding its unregulated sales of natural gas in the State and shall have access to, for the purpose of review, a gas utility's contracts for unregulated sales of natural gas. Effective immediately.

CONTRACTOR ACCOUNTABILITY ACT

Creates the Public Service Accountability Act. Sets out the requirements for privatization contracts between contractors and State agencies. Provides for the monitoring and enforcement of privatization contracts. Establishes fines and prison sentences for a violation of certain Sections of the Act. Effective immediately.

CRIMINAL LAW-TECH

Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.

PENCD-ART 17-HLTH INS SUBSIDY

Amends the Chicago Teacher Article of the Illinois Pension Code to change the annual limit on the amount of reimbursement to annuitants for health insurance costs, from $40,000,000 plus authorized but unpaid amounts to $65,000,000 plus authorized but unpaid amounts, including interest earned thereon. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PROP TAXES-FORFEITED PROPERTY

Amends the Property Tax Code with respect to tax sale procedures. Provides that property may be forfeited to the State of Illinois only if offered at public sale and not sold for want of bidders, with certain exceptions (now, every property offered at public sale, and not sold for want of bidders shall, with certain exceptions, be forfeited to the State of Illinois).

CON AMEND REVENUE DISBURSEMENT

Proposes to amend the Revenue Article of the Illinois Constitution. Provides that whenever the Illinois General Assembly enacts a tax on or measured by income, at least one-tenth of the revenue proceeds of any such tax received by the State shall be distributed to municipalities and counties on a per capita basis giving effect to the most recent decennial census. Effective on being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

HORSE MEAT-HUMAN CONSUMPTION

Amends the Illinois Horse Meat Act. Provides that it is unlawful for any person to (i) slaughter a horse, (ii) possess, import into or export from the State, or sell, buy, give away, hold, or accept any horse meat, or (iii) possess, import into or export from the State, or sell, buy, give away, hold, or accept any horse with the intent of slaughtering that horse if that person knows or should know that any of the horse meat will be used for human consumption. Provides that any person who does so is guilty of a Class C misdemeanor. Amends the Animals Intended for Food Act and the Humane Slaughter of Livestock Act to make corresponding changes. Effective immediately.
