Amends the School Code. Changes when a nomination for a General Assembly scholarship must be filed with the State Superintendent of Education or the president of the University of Illinois, whichever is applicable, from not later than the opening day of the semester or term to not later than the last day of registration for that semester or term. Effective immediately.

Amends the Chicago Teachers Article of the Illinois Pension Code. Raises the maximum allowable service retirement pension from 75% to 80% of average salary. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Compounds the automatic annual increase in retirement annuity. Also increases it to 3%, reduces the minimum age to 55, and removes the 30% maximum increase limitation for all annuitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, in addition to its other meanings, "new property" means, in counties that classify in accordance with Section 4 of Article IX of the Illinois Constitution, an incentive property's additional assessed value resulting from a scheduled increase in the level of assessment as applied to the first year final board of review market value. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Riverboat Gambling Act. Provides that an owners licensee must pay all winnings to any patron of the owners licensee's riverboat upon demand for that payment by the patron.
Amends the Property Tax Code. Provides that, to be eligible to bid or receive a certificate of purchase at a scavenger sale, a person's application for certificate of purchase must affirm that the person has not either directly or through an agent twice during any previous sale in the last 3 calendar years (now, during the same sale) failed to complete a purchase by the immediate payment of the minimum bid or the payment of the balance of a bid within the required time. Effective immediately.
Amends the Property Tax Code. Provides that there shall be deducted from any refund of taxes that would otherwise be ordered as the result of any rate objections that are sustained an amount equal to 5% of the objector's pro rata share of the refunds that were sought in any rate objections that are overruled. Includes additional situations under which an objection to a tax levied by a municipality shall not be sustained if certain conditions are met. Expands the means by which a municipality may meet those conditions. Provides that, for the purposes of tax objections based on budget or appropriation ordinances, "municipality" means all municipal corporations in, and political subdivisions of, this State (now, excepts from this definition a number of units of local government). Makes other changes. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
