Amends the School Code. Provides that early childhood programs receiving State funds shall restrict suspensions. Provides that the decision to suspend a student in preschool for 3 or more days may only be made by the superintendent of the school district, director of an early childhood program, or their equivalent and that the length of the suspension for any student in preschool may not be longer than the number of days required by the school district or early childhood program to develop and implement a behavior intervention plan or safety plan. Prohibits a student in kindergarten through grade 2 from being expelled unless otherwise required by federal or State law. Provides that the decision to suspend a student in kindergarten through grade 2 for 3 or more days may only be made by the superintendent of the school district and that the length of the suspension for any student in kindergarten through grade 2 may not be longer than the number of days required by the school district to develop and implement a behavior intervention plan or safety plan. Provides that a student who is suspended in excess of 20 school days may be immediately transferred to an alternative program. Provides that a student shall not be denied transfer because of the suspension, except in cases in which such transfer is deemed to cause a threat to the safety of students or staff in the alternative program. Makes other changes.

Urges the Office of the Architect of the Capitol to oversee the design and creation of a portrait for the State Capitol Building of the late former State Representative and House Majority Leader Barbara Flynn Currie, a trailblazer in State politics whose work improved the lives of countless Illinoisans and expanded opportunities for generations of women.

Amends the Illinois Vehicle Code. Provides that a person who is less than 16 years of age may ride as a passenger on a Class 3 low-speed electric bicycle that is designed to accommodate passengers if the operator is 18 years of age or older.

Creates the Junk Fee Ban Act. Provides that it is a violation of the Act for a person to: (1) offer, display, or advertise an amount a consumer may pay for merchandise without clearly and conspicuously disclosing the total price; (2) fail, in any offer, display, or advertisement that contains an amount a consumer may pay, to display the total price more prominently than any other pricing information; (3) misrepresent the nature and purpose of any amount a consumer may pay, including the ability to refund the fees and the identity of any merchandise for which fees are charged; (4) fail to disclose clearly and conspicuously before the consumer consents to pay, the nature and purpose of any amount a consumer may pay that is excluded from the total price, including the ability to refund the fees and the identity of any merchandise for which fees are charged; or (5) offer, display, or advertise, including through direct offerings, third-party distribution, or metasearch referrals, a total price for a place of short-term lodging that does not include all required fees. Requires total price disclosures for retail mercantile establishments and food service establishments; and the disclosure of delivery fees. Provides that the Attorney General may enforce violations of the Act as an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Preempts home rule powers.

Appropriates the sum of $5,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grants to the Illinois Hispanic Chamber of Commerce to carry out shop local campaigns, multilingual public awareness efforts, and coordination with the State and the City of Chicago to rebuild foot traffic and restore confidence in affected business corridors. Effective July 1, 2026.

Appropriates $10,000,000 from the Lead Poisoning Screening, Prevention, and Abatement Fund and $90,000,000 from the General Revenue Fund to the Environmental Protection Agency for grants to municipalities to replace lead service lines. Effective July 1, 2026.

Creates the Algorithmic Pricing Transparency Act. Provides that any person or entity that sells or offers to sell goods or services through an online platform to consumers in this State shall provide a clear and conspicuous disclosure if the price displayed to a consumer is generated using surveillance pricing. Provides that a consumer may opt out of surveillance pricing and a covered entity shall provide the consumer with a non-personalized baseline price for the goods or services. Prohibits a covered entity from using specified personal information to generate algorithmic pricing. Provides that a violation of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective one year after becoming law.

Appropriates $2,000,000 from the General Revenue Fund to the Chicago Metropolitan Agency for Planning for fulfilling its obligations under the Regional Planning Act and for enhancing capacity to support local planning and technical assistance for the counties and municipalities, including, but not limited to, ADA self-evaluation and transition plans, bicycle and pedestrian plans, Capital improvement plans, comprehensive and other strategic plans, corridor plans, grant readiness, plan implementation assistance, pavement management plans, transportation safety plans, and other assistance in response to local needs. Effective July 1, 2025.

Amends the Uniform Money Transmission Modernization Act. Provides that licensees may offer every customer who transmits money internationally the option to make a voluntary donation to the Illinois DREAM Fund, as specified. Requires the Department of Financial and Professional Regulation to provide to licensees under the Act electronic copies of all marketing materials created by the Illinois DREAM Fund Commission for licensees.

Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2028 that provides coverage for: habilitative services shall provide coverage for habilitative speech therapy as a treatment for stuttering, regardless of whether the stuttering is classified as developmental; rehabilitative services shall provide coverage for rehabilitative speech therapy as a treatment for stuttering; or both habilitative services and rehabilitative services shall provide coverage for habilitative speech therapy as a treatment for stuttering, regardless of whether the stuttering is classified as developmental, and shall provide coverage for rehabilitative speech therapy as a treatment for stuttering. Sets forth requirements and limitations for the coverage. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2028.
