Amends the Child Care Act of 1969. Provides that no childcare facility licensed under the Act may refuse to accept a child who is at least 3 weeks old solely on the basis of the child's age.

Creates the Healthy Workplace Act. Requires an employer to provide an employee up to 7 sick days with pay during each 12-month period. Provides that an employee may use the sick days care for physical or mental illness, injury, medical condition, professional medical diagnosis or care, or a medical appointment of the employee or a family member. Contains provisions regarding: accrual; certification; notice; responsibilities of employers; unlawful practices; powers and duties of the Department of Labor; violations; penalties; civil liability; severability; and other matters.
Amends the Criminal Code of 1961. Provides that a federally licensed firearms dealer may not transfer a firearm to a person who is not a federally licensed firearms dealer unless before the transfer of the firearm, the dealer inquires of the applicant for purchase of the firearm whether that person has previously purchased a firearm and if the applicant answers the question in the affirmative, the dealer shall have the applicant sign a form under penalty of perjury that the applicant has previously purchased a firearm. Provides that upon signing that form, the dealer, after complying with all applicable federal, State, and local laws, rules, and ordinances, may transfer the firearm to the applicant. If the applicant answers the question in the negative, the dealer shall only transfer the firearm to the applicant if the dealer supplies to the applicant at the time of transfer of the firearm a brochure containing firearm safety information approved by the Department of State Police. Provides that a person who transfers a firearm to another person in which neither person is a federally licensed firearms dealer shall at the time of transfer of the firearm supply the transferee of the firearm a brochure containing firearm safety information approved by the Department of State Police. Provides that a violation is a Class A misdemeanor. Effective immediately.
Amends the Open Meetings Act. Permits a closed meeting for an elder abuse fatality review team's review of a death in which abuse or neglect is alleged, suspected, or substantiated.
Amends the School Construction Law. Makes a technical change in a Section concerning promulgating rules.
Amends the Illinois Public Aid Code. Provides that, subject to funding availability, the Department of Healthcare and Family Services shall administer a local health department clinic grant program to make grants to local health departments for development of comprehensive dental clinics for dental care services to increase dental access for medical assistance clients who have no dental arrangements with a dental provider in a project's service area. Provides that Medically Underserved Areas (MUAs) and Health Professional Shortage Areas (HPSAs) shall receive special priority for grants under this program. Provides that local health departments and Federally Qualified Health Centers (FQHCs) are eligible for grants. Sets forth limitations on the use of grant moneys. Effective immediately.
Appropriates $94,000,000 from the General Revenue Fund to the Department of Healthcare and Family Services for the purpose of increasing provider reimbursement rates for dental services. Effective July 1, 2009.
Amends the Illinois Public Aid Code. In provisions concerning child care co-payments, provides that the amount of a family's co-payment shall not exceed the sum of certain percentages of the family's countable income, based on the relationship of that income to the federal poverty level. Provides that a family with countable income below 50% of the federal poverty level shall have a co-payment of $1 per week. Effective immediately.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning the short title.
Amends the Mental Health and Developmental Disabilities Code. Provides that restraint may be used only as an emergency measure of last resort (instead of only as a therapeutic measure) to prevent a recipient of mental health services from causing physical harm to himself or physical abuse to others. Provides that a patient shall be placed in a position that allows airway access and does not compromise respiration. Provides that a face-down or prone position shall not be used on children and adolescents. Provides that a face-down or prone position shall not be used on adults unless: (1) there is a documented specified patient preference and no psychological or medical contraindications to its use; or (2) there is an overriding psychological or medical justification for its use, which shall be documented. Effective immediately.
