VEH CD-DRIVER'S CERTIFICATE

Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of a driver's certificate that states that it may not be accepted by a federal agency for a federal identification or other official purpose and uses a unique design or color indicator that visually distinguishes it from a driver's license or permit. Provides that an applicant for a driver's certificate must: be at least 18 years of age; provide a valid federal individual tax identification number or social security number; provide a valid passport and additional specified documents; file proof provided to the applicant by the Illinois State Police that a set of the applicant's fingerprints has been collected; and surrender all false driver's licenses or State identification cards in the applicant's possession. Contains provisions regarding: destruction of certain documents; exchanges of information by the Secretary of State and the Illinois Department of Revenue and the Illinois State Police; applicability of the Code to a driver's certificate holder or applicant; mandatory insurance; review of a denial of a driver's certificate; other licenses and identification; photographs; fees; revocation; and other matters. Creates the Secretary of State Driver's Certificate Fund as a special fund in the State treasury and provides that the Fund shall be used for the increase in costs associated with additional applicants for driver's certificates and costs associated with specialized verification procedures regarding those applicants. Makes other changes. Makes certain provisions inoperative 5 years after the effective date of the amendatory Act but provides that a document issued under those provisions remains valid until the expiration date on the document.

VEH CD-FRATERNAL POLICE PLATES

Amends the Illinois Vehicle Code. Provides that moneys in the Fraternal Order of Police Fund shall be paid to a specified entity subject to appropriation by the General Assembly and distribution by the Secretary of State.

CD CORR-PAROLE-REHEARING

Amends the Unified Code of Corrections. Provides that the Prisoner Review Board may, after denying parole, schedule a rehearing no later than 5 (rather than 3) years from the date of the parole denial, if the Board finds that it is not reasonable to expect that parole would be granted at a hearing prior to the scheduled rehearing date.

VEH CD-SCRAP PROCESSORS

Amends the Illinois Vehicle Code. Prohibits a recyclable metal dealer from acquiring or possessing a vehicle, junk vehicle, vehicle cowl, or essential vehicle parts for the purpose of processing them into a form other than a vehicle unless the recyclable metal dealer is also licensed as a scrap processor. Makes various changes regarding: furnishing documentary proof of ownership to a scrap processor; information to be recorded by a scrap processor on a weight ticket or affixed to a weight ticket; maintenance of records by a scrap processor; penalties for failure to record certain information or failure to acquire and maintain documentary proof of ownership; affirmative defenses; admissibility of evidence; disposition of essential parts; and other matters. Provides that a scrap processor who finds a nonconforming vehicle identification number on documentary proof of ownership of a vehicle, junk vehicle, or vehicle cowl provided by a person attempting to dispose of the item shall report the offense to the Secretary of State, and provides for penalties for violations. Prohibits scrap processors from using the Secretary of State Uniform Invoice for any purpose under the Dealers, Transporters, Wreckers and Rebuilders Chapter of the Code, and provides for penalties for violations. Effective immediately.

CRIM CD-ASSAULT WEAPON-PROHIB

Amends the Criminal Code of 1961. Provides that 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a semi-automatic assault weapon, an assault weapon attachment, any .50 caliber rifle, or .50 caliber cartridge. Provides that beginning 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a large capacity ammunition feeding device. Provides that these provisions do not apply to a person who possessed a prohibited weapon, device, or attachment before the effective date of this amendatory Act if the person has provided proof of ownership to the Department of State Police within 90 days after the effective date of this amendatory Act. Provides that on or after the effective date of this amendatory Act, such person may transfer such device only to an heir, an individual residing in another state maintaining that device in another state, or a dealer licensed as a federal firearms dealer. Specifies penalties for violations. Provides exemptions. Provides that the provisions of the Act are severable. Effective immediately.

Amends the Downstate Firefighter and Chicago Firefighter Articles of the Illinois Pension Code. Extends the period during which creditable service may be transferred from municipal firefighters' pension funds to the Firemen's Annuity and Benefit Fund of Chicago. Authorizes the transfer of creditable service from the Firemen's Annuity and Benefit Fund of Chicago to municipal firefighters' pension funds. Amends the State Mandates Act to provide for implementation without reimbursement. Effective immediately.
