CRIM CD FIREARMS

Referred to as the Illinois Public Safety Act. Creates the Gun Safety and Responsibility Act. Allows State Police to issue a concealed carry license to a resident at least 21 who: (1) is eligible to possess firearms; (2) meets qualifications and training; and (3) has particularized need. $100 fee. License valid throughout the State subject to prohibitions for 4 years. Creates the State Police Firearm Services Fund for duties under the Firearm Owners Identification Card Act (FOID), concealed carry licensing, and assault weapon registration. Amends the State Police Act to authorize emergency procurement necessary to implement these gun measures. Amends the FOID Act to require background checks for the transfer of firearms, except to family member, by operation of law, or gun show. Amends the Criminal Code of 2012. Bans possession, delivery, sale, and purchase of assault weapons, attachments, and .50 caliber rifles and cartridges, except possession of weapons registered in time provided. Provides exemptions. Prohibits delivery, sale, purchase or possession of large capacity ammunition feeding devices. Provides exemptions. Prohibits sale, delivery, or possession of a firearm to or by a person prohibited from possessing a firearm. Raises minimum imprisonment for gunrunning. Creates failure to report a lost or stolen firearm offense. Requires safe firearm storage where a minor (now under 14) or person prohibited from possessing a firearm may gain access. Requires firearm owners to keep records. Amends various Acts regarding suspension and revocation of FOID cards and concealed carry licenses. Makes conforming changes. Effective immediately.

VEH CD-SCRAP PROCESSORS

Amends the Illinois Vehicle Code. Provides that scrap processors acquiring a vehicle shell or compartment must record the identity of the person providing the vehicle shell or compartment. Provides that the person disposing of the vehicle shell or compartment must provide documentary proof of ownership, and that the scrap processor shall not acquire the vehicle shell or compartment without obtaining this proof. Effective immediately.

CON FRAUD-LABORER-CHIROPRACTIC

Amends the Day and Temporary Labor Services Act. Requires all day and temporary labor service agencies to post informational posters in English and Spanish concerning workers' compensation fraud and provides that the Department of Labor shall specify the contents of the posters. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a chiropractic physician must inquire of each patient or prospective patient, by means of the patient intake form or otherwise, whether he or she is a day or temporary laborer who contracts for employment with a day and temporary labor service agency. Provides that, if the patient or prospective patient answers in the affirmative, the chiropractic physician must: obtain the name and address of the day and temporary labor service agency and maintain that information on file for 5 years; provide to the patient or prospective patient a written notice concerning workers' compensation fraud; limit any transportation fee charged to the patient or prospective patient for an appointment or treatment; and provide to the patient or prospective patient written notices regarding false advertising and treatment and billing. Provides that all advertisements by chiropractic physicians must be in accordance with the new provisions. Provides that it is an unlawful practice for a chiropractic physician to violate any of the new provisions.

UNLAWFUL POSS. OF WILDLIFE

Amends the Wildlife Code. Creates a prohibition on possession of wildlife or parts of wildlife that were taken in a manner that is illegal in the territory where the animal was taken. Additionally defines the statute of limitations on prosecution of violations.

GAMING BD-CHICAGO LICENSE

Amends the Riverboat Gambling Act. Adds to the duties of the Illinois Gaming Board the retention of the Chicago Police Department as security personnel and the conducting of investigations, searches and seizures, arrests, and other duties imposed under the Act if an owners license is awarded that allows for the conduct of gambling within the City of Chicago. Effective immediately.

CONSTRUCTION QUALIFICATION

Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act. Provides that applicants for a Qualification Based Selection Act contract that includes on-site construction-related activities are not required to participate in apprenticeship or training program approved by the United States Department of Labor for those on-site construction activities. Effective immediately.

REBUILT VEHICLE DISCLOSURE

Amends the Illinois Vehicle Code. Increases the penalty for knowingly, with intent to defraud or deceive another, selling a vehicle for which a rebuilt title has been issued without an accompanying Disclosure of Rebuilt Vehicle Status form to a Class 4 felony from a Class A misdemeanor for a first offense and to a Class 3 felony from a Class 4 felony for a second or subsequent offense. Effective immediately.
