CRIM CD - ASSAULT WEAPONS

Amends the Freedom of Information Act. Exempts assault weapon registration affidavits. Amends the State Police Act. Authorizes emergency procurement for an assault weapon registration system. Amends the Firearm Owners Identification Card Act. Raises penalty for failure to keep a firearm transfer record. Amends the Criminal Code of 2012. Provides that after the effective date, it is unlawful to knowingly deliver, sell, or purchase a semi-automatic assault weapon, attachment, .50 caliber rifle, or .50 caliber cartridge. Prohibits possession of these weapons and attachments, 270 days after the effective date. Allows possession of a weapon or attachment possessed before the effective date if the person provides a registration affidavit. Provides that a retired peace officer may possess a weapon or attachment, if lawfully acquired and possessed prior to retirement and a registration affidavit filed. Provides that the person or retired peace officer may only transfer the weapon or attachment to an heir, an individual residing in another state, or a licensed federal firearms dealer. Establishes registration fees. Provides that 60 days after the effective date, it is unlawful to knowingly deliver, sell, purchase, or possess a large capacity ammunition feeding device. Provides exemptions and penalties. Raises gunrunning penalties. Provides that a person who possesses or acquires a handgun, semi-automatic assault weapon, assault weapon attachment, .50 caliber rifle, .50 caliber cartridge, or large capacity ammunition feeding device and later loses or has it stolen, must report the loss or theft to law enforcement. Provides severability. Effective immediately.

GAMING BD-CHICAGO LICENSE

Amends the Riverboat Gambling Act. Adds to the duties of the Illinois Gaming Board the retention of the Chicago Police Department as security personnel and the conducting of investigations, searches and seizures, arrests, and other duties imposed under the Act if an owners license is awarded that allows for the conduct of gambling within the City of Chicago. Effective immediately.

VEH CD-FRATERNAL POLICE PLATES

Amends the Illinois Vehicle Code. Provides that moneys in the Fraternal Order of Police Fund shall be paid to a specified entity subject to appropriation by the General Assembly and distribution by the Secretary of State.

SCRAP PROCESSORS-VEH OWNERSHIP

Amends the Illinois Vehicle Code. Provides that scrap processors acquiring a vehicle shell or compartment from a person not licensed as a scrap processor must record the identity of the person providing the vehicle shell or compartment. Provides that the person disposing of the vehicle shell or compartment must provide documentary proof of ownership, and that the scrap processor shall not acquire the vehicle shell or compartment without obtaining this proof. Effective immediately.

AUXILIARY POLICE SERVICES

Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that no licensee shall contract with any non-home rule municipality for the provision of auxiliary police services. Further provides that a licensee may contract with a home rule municipality for the provision of auxiliary police services, provided that each employee who is to act as an auxiliary police officer under the contract is properly appointed by the municipality and has met certain training requirements. Provides that an employee serving as an auxiliary police officer shall perform only those duties provided by the Illinois Municipal Code and shall, at all times during his or her service, comply with all other requirements of the Code.

FIREARM OWNERS-LOSS-THEFT

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police may revoke and seize a Firearm Owner's Identification Card previously issued under the Act of a person who fails to report the loss or theft of a handgun a second time to the local law enforcement agency within 72 hours after obtaining knowledge of the second loss or theft. Amends the Criminal Code of 2012. Provides that if a person who possesses a valid Firearm Owner's Identification Card and who possesses or acquires a handgun thereafter loses or misplaces the handgun, or if the handgun is stolen from the person, the person must report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft. Effective immediately.

SCOTT'S LAW DAY

Designates December 23, 2014 as Scott's Law Day in the State of Illinois and encourages people to remember Scott's Law and to move their vehicle over when they see emergency vehicles.

PEACE OFFICER ID CARDS

Amends the Illinois Identification Card Act. Allows peace officers to provide their work address in lieu of their home address when applying for an Illinois Identification Card. Amends the Illinois Vehicle Code. Allows peace officers to provide their work address in lieu of their home address when applying for a driver's license or instruction permit.

Defines "assault weapon", "assault weapon attachment", "antique firearm", ".50 caliber rifle", ".50 caliber cartridge", "locking mechanism", and "large capacity ammunition feeding device", . Provides that, with exceptions, it is unlawful to knowingly possess, deliver, sell, or purchase or cause to be delivered, sold, or purchased or cause to be possessed by another, an assault weapon, assault weapon attachment, .50 caliber rifle, or .50 caliber cartridge. Provides penalties for violations. Provides that the Department of State Police shall take all steps necessary to carry out the requirements of the new provisions within 180 days after the effective date. Provides that, with exceptions, it is unlawful to knowingly deliver, sell, purchase, or possess or cause to be delivered, sold, or purchased a large capacity ammunition feeding device. Provides penalties for violations. Effective immediately.
