Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.

Amends the Illinois Vehicle Code. Expands the definition of "automated traffic law enforcement system" from a device with one or more motor vehicle sensors working in conjunction with a red light signal to produce recorded images of motor vehicles entering an intersection against a red signal indication in violation of the Illinois Vehicle Code or similar local ordinance to also include a device used in a location that has a high occurrence of motor vehicle accidents and where insufficient police manpower exists or on-site enforcement is inherently difficult that produces a recorded image of a motor vehicle and the vehicle's registration plate while the driver is operating a motor vehicle in violation of the Illinois Vehicle Code or similar local ordinance. Provides the same provisions as before the expansion of the definition for civil penalties, administrative adjudication, driver notice automated traffic law enforcement locations, and limited application only the in counties of Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will and to municipalities located within those counties, among other provisions. Reduces the application of a home rule preemption and eliminates a similar preemption that disallows the use of recorded images to capture the speed of a motor vehicle for the purposes of enforcing any law or local ordinance regarding a minimum or maximum speed limit unless a law enforcement officer is present to witness the event. Effective January 1, 2010.
Amends the Election Code. Makes a technical change in a Section establishing the State Board of Elections.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
Amends the Toll Highway Act. Makes a technical change in a Section concerning powers of the Toll Highway Authority.
Creates the Volunteer Driver Protection Act. Provides that an insurer may not refuse to issue vehicle insurance to a person solely because the applicant is a volunteer driver and may not impose a surcharge or otherwise increase the rate for a vehicle policy solely on the basis that the named insured or any member of the insured's household or a person who customarily operates the insured's vehicle is a volunteer driver. Provides that the Act shall not prohibit an insurer from taking any actions upon factors other than the volunteer status of the insured driver. Provides that no producer of vehicle insurance may receive a license under the Illinois Insurance Code or any other professional regulation statute if the producer fails to certify under oath that the producer does not discriminate against volunteer drivers. Effective immediately.
Amends the Illinois Insurance Code. Creates the Tobacco Dependence Coverage Law. Sets forth a definition for "tobacco use cessation program". Provides that group and individual accident and health policies and managed care plans issued to a resident of the State must provide coverage or reimbursement of at least $500 for a tobacco use cessation program for insureds who are 15 years of age or older. Provides that notice of the availability of coverage shall be delivered to the insured. Provides that an insurer may not deny eligibility or continued eligibility to enroll or renew coverage solely for the purpose of avoiding the requirements of the Law. Provides that an insurer may not penalize or reduce or limit the reimbursement of an attending provider or provide incentives to induce the provider to provide care that is inconsistent with the Law.
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. In a Section concerning the qualifications for licensure as a private alarm contractor, provides that an applicant must have a minimum of 3 years experience during the 5 years immediately preceding the application working as a full-time fire officer, fire investigator, arson investigator, or fire prevention officer certified by the Office of the State Fire Marshal, or a comparable federal position. Makes other changes.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides for an annual increase in a retirement annuity at age 55 if the fireman was born before January 1, 1961 (was, before January 1, 1955). Compounds the automatic annual increase in a retirement annuity at age 65. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Motor Fuel Tax Law. Provides that certain distributions must be made to counties with more than 3 million inhabitants (now, 1 million inhabitants). Effective immediately.
