Amends the Chicago Teachers Article of the Illinois Pension Code. Provides that attainment of age 18 does not terminate the children's pension of a child who is disabled and was dependent upon a deceased teacher at the time of his or her death. Provides that, if there is no eligible surviving spouse or eligible child of a deceased teacher, his or her parent is entitled to a survivor's pension if he or she was dependent upon the deceased teacher at the time of his or her death. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Downstate Firefighter Article of the Illinois Pension Code. Includes within the definition of "municipality" any city, village, incorporated town, or township that employs 40 or more full-time paid firefighters that are subject to a collective bargaining agreement. Amends the State Mandates Act to require implementation without reimbursement.
Urges the State Board of Elections Clerk Advisory Committee to include in its meeting agenda public discussions of nursing home resident voting and reductions or expansions of on-site voting at nursing homes and other licensed residential facilities.
Amends the Senior Citizens Real Estate Tax Deferral Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that a teacher, member, or contributor who has left validated service and later re-enters validated service as a teacher, member, or contributor must acquire one year of additional validated service in order to be eligible (A) to retire on a pension at a rate and under conditions other than those in force or attained at the time he or she left validated service and (B) to receive reimbursement for the cost of health insurance coverage or health insurance premium payments. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Chicago Police Article of the Illinois Pension Code. Provides that, for a policeman assigned to a non-civil service position in the police department on or after the effective date of the amendatory Act, annual salary means the total salary derived from appropriations applicable to the civil service rank only. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides for an annual increase in a retirement annuity at age 55 if the fireman was born before January 1, 1961 (was, before January 1, 1955). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Regional Planning Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that a fireman who qualifies for a minimum annuity and retires after September 1, 1967 but has not received the initial increase to his or her annuity before January 1, 2011 is entitled to receive the initial increase on (1) January 1, 2011, (2) the first anniversary of the date of retirement, or (3) attainment of age 55, whichever occurs last. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Vehicle Code. In a provision authorizing local authorities to enact an ordinance or resolution prohibiting the use of or restricting the maximum weight of vehicles upon any highway under their jurisdiction, for a total period of not to exceed 90 days in any one calendar year, whenever any the highway by reason of deterioration, rain, snow, or other climate conditions will be seriously damaged or destroyed, provides for an exception for cargo tank vehicles with two or three permanent axles when delivering propane for heating, if the cargo tank is loaded at no more than 50 percent capacity, and the gross vehicle weight of the vehicle does not exceed 32,000 pounds. Provides that the cargo tank vehicle must have an operating gauge on the cargo tank which indicates the amount of propane as a percent of capacity of the cargo tank and must have the capacity displayed on the cargo tank or documentation of the capacity of the cargo tank in the vehicle.
