Amends the Code of Civil Procedure. Replaces the provisions of the Section concerning actions for damages for personal injury based on childhood sexual abuse with language providing that an action for damages based on childhood sexual abuse may be commenced at any time. Provides that the changes made by the amendatory Act apply to actions pending on the effective date of the Act and to actions commenced on or after that date.

Amends the Environmental Protection Act. Specifies that the one-eighth mile setback that certain composting facilities must comply with to be excluded from the definition of the term "pollution control facility" applies only in counties with less than 3,000,000 inhabitants. Provides that a solid waste permit is not required for a garden compost operation. Provides that a solid-waste permit is not required for a landscape waste composting facility at a site having 10 or more occupied non-farm residences within 1/2 mile of its boundaries if (i) the facility constitutes no more than 2% of the site's total acreage, (ii) no tipping fee is imposed at the facility, (iii) the finished compost is applied at agronomic rates on-site and is not offered for sale or sold, (iv) the owner or operator of the facility completes any training that the Agency may require, and (v) the owner or operator registers the site with the Agency. Specifies that certain performance standards for composting facilities do not apply to garden compost operations. Defines "garden compost operation". Effective immediately.

Amends the Illinois Income Tax Act. In a Section concerning a credit for wages paid to ex-felons, removes a provision providing that the credit may not exceed $600 for each qualified ex-offender. Provides that the credit is exempt from the Act's automatic sunset. Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that each Agreement entered into on or after the effective date of the amendatory Act shall contain a provision stating that the Applicant shall establish a goal of hiring qualified ex-offenders so that no less than 10% of the jobs created or retained under the Agreement are filled by qualified ex-offenders. Effective immediately.

Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. In a provision concerning eligibility for benefits under the Temporary Assistance for Needy Families program, provides that the Department of Human Services shall disregard the value of all assets held by the family. Effective immediately.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Beginning January 1, 2014, extends benefits under the State's medical assistance program to persons aged 19 or older, but younger than 65, who are not otherwise eligible for medical assistance under the Code, who qualify for medical assistance under specified provisions of the Social Security Act, and who have income at or below 133% of the federal poverty level plus 5% for the applicable family size. Provides that the 4-year moratorium on the expansion of medical assistance eligibility through increasing financial eligibility standards shall not apply to this new class of persons. Provides that such persons shall receive coverage for the Health Benefits Service Package. Defines "Health Benefits Service Package". Provides that if Illinois' federal medical assistance percentage (FMAP) is reduced below 90% for persons eligible for medical assistance under the specified provisions, medical assistance eligibility for this new class of persons shall cease no later than the end of the third month following the month in which the reduction in FMAP takes effect. Effective immediately.

Amends the Illinois Procurement Code. Provides that an Article concerning leases for real property or capital improvements does not apply to leases that are entered into by the governing board of the University of Illinois, Southern Illinois University, Illinois State University, Eastern Illinois University, Northern Illinois University, Western Illinois University, Chicago State University, Governors State University, or Northeastern Illinois University in connection with a transaction for the financing of buildings, structures, or facilities which, as determined by the governing board of that university, are required by, or necessary for the use or benefit of, the university, through the issuance of bonds by the Illinois Finance Authority. Effective immediately.

Creates the General Assembly's Advisory Committee on Education Funding to conduct a thorough review of the existing distribution methods and expenditures of education funding and make recommendations to implement an education funding system.

Congratulates United States Army Chief Warrant Officer Brian Beatty on the occasion of his retirement.
